<br />SUMMARY OF QUALIFICATIONS
<br />Mr. Messerian has over 30 years of professional experience in the project management,
<br />planning and design of water /waste water facilities, commercial buildings, highways, and
<br />airports. His extensive experience with construction and thorough knowledge of codes,
<br />regulations as they apply to each development is an asset for any project. In addition, his
<br />reputation with the permitting agencies has perpetuated a long list of successful and profitable
<br />projects.
<br />As Director of Municipal Engineering at CGA, he serves as a single point of contact for clients
<br />and is fully responsible for the project activities and objectives. He reports the team's
<br />progress, work loads, costs and schedule status, as well as any potential deviations from the
<br />project milestones and allocates the multi discipline resources in order to meet the
<br />deliverables. To further assure success of the projects, he provides maximum production and
<br />continuity through excellent communication. Under his direction, engineers are compiling
<br />designs and construction documents for a multitude of projects totaling over $20 million in
<br />construction cost.
<br />PROJECT EXPERIENCE
<br />Project Director / Senior Associate. While assigned to the CERP, a joint effort of the
<br />USACE and SFWMD developed the revision of the Technical Specifications, Method of
<br />Contract Document preparation and a Cost Estimating system.
<br />• In addition, he has designed, permitted, and managed projects and studies for waste and
<br />• storm water pumps, control structures, spillways, gates, canals, pipelines, reservoirs,
<br />marinas, retaining walls, box culverts, trash racks, and wet wells. Examples are Pump
<br />• Stations for DERM, City of Miami, North Miami, West Miami, Miami Shores, and Studies for
<br />the Miami Storm water Capital Drainage Improvements, West Miami Drainage Modeling,
<br />Flaggami water computer models, and Hendry County Water Management.
<br />• Project Manager. He served as the functional manager of the Fourth Runway for Miami
<br />International, which required a massive relocation of the utility corridor containing domestic
<br />. water fire demand water, force mains, electric, communications, and other critical lines. The
<br />• $150 million project was completed under budget and on time.
<br />• Major Construction Projects for Lending Institutions. Represented the interest owners
<br />as an observer of construction quality, quantity, and budget control. Responsibilities
<br />included processing applications for payment, making funds disbursement
<br />• recommendations, and maintaining Project Management and Cost Code Accounting for
<br />tracking the progress of projects, change orders, work orders, and supplemental
<br />agreements. In addition, he interfaced with contractors, clients, and permitting agencies
<br />• from application to final certification.
<br />Executive Director of Engineering. Responsible for the overall supervision of
<br />• department workloads, staff, budgets, proposals, contracts, billings, project schedules,
<br />quality control and construction inspections. His duties included coordination with the
<br />CADD Department for production and workload schedules for Land Development Projects.
<br />• He was also in charge of planning, design, and construction administration for projects
<br />involving extensive association with clients.
