<br />..,{).:: North Bay Road Pedestrian/Emergency Vehicle Bridge and Town Center Observation Deck & Boardwalk <br /> <br />2.1.5. Recommended Bridge Structure <br /> <br />. Given cost, aesthetics, constructability and maintenance considerations, we recommended <br />Alternate II, a two-span Post-Tensioned Flat Slab Bridge. This alternate will result in reduced <br />maintenance costs and impact to the area. Additionally, this alternate will provide the City of <br />Sunny Isles Beach both a functional and aesthetically designed structure that will invite residence <br />and visitors to the City's Park and Town Center Observation Deck and Boardwalk. <br /> <br />2.2. ENVIRONMENTAL PERMITTING <br /> <br />Based on our initial project overview and experience with the permitting agencies, the bridge and boardwalk <br />are permittable projects due to the potential educational and nature appreciation opportunities the boardwalk <br />would offer; however, the following issues, among others, may need to be addressed during the permitting <br />of this project. <br /> <br />The project lies within the Intracoastal Waterway and on the northern limits of the Biscayne Bay Aquatic <br />Preserve. As such, no degradation of water quality to Outstanding Florida Waters or the Biscayne Bay <br />Aquatic Preserve will be allowed during project construction or operation. <br /> <br />The proposed bridge structure may not result in significant permitting issues if justification that the <br />proposed bridge structure will not impact navigation is provided or that historically this portion of the <br />waterway is not a navigable area. This determination would eliminate the need for a full bridge permit from <br />the USCG and would only require an "Approval Letter". <br /> <br />. <br /> <br />However, the proposed Town Center Observation Deck and Boardwalk a may encounter major permitting <br />issues; these issues will need to be addressed during the permitting of this project. Since the boardwalk is <br />proposed to be placed waterward of the mangroves determination of the owners of the riparian land adjacent <br />to these mangroves is imperative to determine the permitting. These as the owners of the adjacent land may <br />need to become co-applicants with the City on the FDEP and DERM permits since the boardwalk could <br />potentially restrict future usage of their property. <br /> <br />Along with minimizing mangrove impacts, a benthic survey would also be required to ensure no benthic <br />resources such as seagrasses would be impacted due to shading by the proposed project.
