Inc, Professional General Engineering Consultant for the North Bay Road Pedestrian and Emergency Vehicle Bridge, and the Town Center Park Observation Deck and Boardwalk Miami-Dade County To offset the cost of mitigation. the following may be offered to the regulatory agencies: · Removal of exotic species among the existing mangroves, · On-site mitigation in the form of additional mangrove plantings, · Retrofit existing storm water outfalls with state of the art water quality treatment units such as Stormceptor or CDS units, Permitting Time Frame The following is the approximate time frame expected to process the environmental permits: · DERM Class-I Permit (9 to 12 months) · DEP Environmental Resource Permit (9 to 12 months) · US Army COE Dredge and Fill Permit (12 to 18 months) A variety of protected species may affect the duration of the permitting process as well as some of the Specific Conditions ultimately made a part of the final permits, These include but are not limited to some of the following: · Essential Fish Habitat (EFH) Because of the federal permitting required, the National Marine Fisheries Service (NMFS) will evaluate the project and its potential for impact to EFH, These impacts (if any) may be addressed by a variety of means. but could require additional time during the permitting process, · Johnson's Sea grass Johnson's seagrass is a Federally listed, threatened species, Should this species be observed within the project footprint. additional coordination with NMFS will be needed to determine if the project will have no effect or may affect but not likely to adversely affect the seagrass, Manatee and Smalltooth Sawfish Protection During Construction The project site is within Manatee and Small tooth Sawfish habitat. Both species are protected by the Endangered Species Act of 1973, Therefore, a Protection Plan must be in effect at all times during construction of the project, Landscape Architecture The concept that this project is much more than a bridge or pedestrian connection is key to the approach that the B&A team will take in developing the design solutions for this assignment, The successful design of the pedestrian environment is an important part of developing a quality Town Center and this project offers the opportunity to set a high standard in creating such an environment.
