The preliminary investigation results, <br />presented in the existing conditions section, revealed sensitive environmental elements that <br />will need to be protected. In order to gain a better understanding of the environmental <br />conditions of the area, the Marlin Team proposes to perform a more detailed environmental <br />investigation immediately after the contract execution. This survey will contain more detail of <br />the existing conditions within the project area. These investigations will include a benthic <br />resources survey, including seagrasses (between April 1 and August 31), soil, and water quality surveys. A detailed report of the <br />findings will be generated, and be accompanied by maps identifying environmentally sensitive areas. <br /> <br /> <br />Based on the findings of the detailed site investigations, impact avoidance will be the team's primary environmental goal beginning with <br />the design phase of the bridge and the boardwalk. Scientists will work hand in hand with the engineers during the design phase to <br />avoid impacts where possible. Where avoidance can not be exercised scientists will work with the construction staging team members <br />and the permitting agencies, in order to minimize any impacts during the construction phase. Subsequent mitigation for those <br />unavoidable impacts will be initiated and appropriately executed as determined by the appropriate agencies. It is anticipated that <br />impacts to mangroves can be mitigated on uplands within the Town Center Park boundaries. <br /> <br />Preliminary consultations with the permitting agencies will be initiated by the Team after the detailed environmental reports have been <br />generated. It is anticipated that these meetings will occur within four weeks of the contract execution. Close coordination with these <br />agencies are expected to facilitate and expedite the permitting process. The South Florida Water Management District (SFWMD) and <br />the Dade County Department of Environmental Resources Management (DERM) are the two primary agencies that will be contacted <br />during the pre-application consultation period. Consulting agencies will include the Florida Fish and Wildlife Conservation Commission <br />(FFWCC), the United States Army Corps of Engineers (USACE), the National Marine Fisheries Service (NMFS), and the Florida <br />Department of Environmental Protection (FDEP). Potential impacts that need to be evaluated during the pre-application consultations <br />and the permitting process overall are those to mangroves, seagrasses, threatened and endangered species, water quality, state <br />sovereign submerged lands, and navigation. <br /> <br />Given the nature of the project and the conditions surrounding the project area, it is anticipated that a Standard General Permit will be <br />required from the SFWMD, a Department of the Army permit will be required from the USACE, and a Class I permit from DERM will <br />also be required for this project. <br /> <br />Subsequent meetings with and presentations to the permitting agencies are anticipated as a course of this project in order to expedite <br />the permitting process.
