All engineering documents shall meet the established standards and guidelines set by the City, <br />County, State, and Federal governing agencies. A quality control plan shall be defined and approved for each project that highlights <br />the process, time durations of activities (peer review, independent reviews, check lists, etc.) and the standards and requirements by <br />which the engineering documents of the project are to abide by. In addition, a constructability review will assure that any proposed <br />improvements can be carried into the construction phase of the project. A specific item that should not be overlooked in the quality <br />control review and hence design process is the maintenance of the final roadway after construction is complete. In addition to the <br />control of the quality of the product(s) that result from the engineering services, the engineering services themselves should go through <br />a quality review to assure that specified work is being done at a high level and to the satisfaction of the City. Routine surveys <br />performed by person(s) not specifically involved in the project will be conducted to assure unbiased performance evaluations. The <br />quality control officer for MEI is Sergio Alfonso, Jr., P.E., Vice President, who has 30 years of experience in traffic and highway design <br />projects in south Florida. <br /> <br />2.9 Project Management Approach <br /> <br />Our Project Management approach begins with the selection of an experienced professional that has managed many similar <br />successful projects in highway design, that is goal-oriented, a great communicator, and understands the coordination efforts required to <br />"get the job done." The person that we have selected to fill the position is Edwin Mojena, P.E. Mr. Mojena has over 14 years of <br />experience managing major projects throughout Florida. Projects have varied from miscellaneous designs including paving, drainage, <br />signing and marking, and lighting to major reconstruction including elevated structures, interchanges, culverts, etc. Mr. Mojena is a <br />good communicator and consensus builder with many years of experience in public speaking. As your Project Manager, he will have <br />all the resources required at his disposition for this project. <br /> <br />Our Project Manager will coordinate with the Task Managers, which will perform the tasks related to the project. Mr. Mojena, will work <br />with each of the Task Managers to complete the individual tasks on the schedule and in a manner consistent with the goals of the <br />project. Task Managers will also have to interrelate on multidiscipline projects. Priorities will be established by the Project Manager for <br />the completion of the tasks on each project. He must constantly advise the task managers how the completion of their work affects <br />other task managers (i.e. surveying affects design). The Project Manager will keep the close relationship between task managers in <br />order to achieve the common objective. The Project Manager will have the ability to add special resources or remove resources to <br />meet the required schedule without going over budget. Our Project Manager will work closely with other governmental agencies. Mr. <br />Mojena is very knowledgeable of regulatory requirements and City policies that may concern the project. Mr. Mojena will also work <br />closely with utility companies alongside our utility coordinator, to ensure timely conflict resolution and thus avoid schedule impacts. <br /> <br />Project planning and control are essential elements of the success of the project and are activities for which the Project Manager is <br />directly responsible. Mr. Mojena will develop a project schedule using either Primavera or Microsoft Project. The schedule will <br />determine the relationship of different tasks to each other and schedule these tasks so the project is carried out logically and efficiently. <br />For budget management, Mr. Mojena will maintain budget controls of the design contract through the constant monitoring of budget <br />reports. Construction budgets will also be analyzed at the 60% complete phase. This will allow the Project Manager to make <br />adjustments in the Design to meet the allocated funds for the project or increase the allocated funds if the City desires. Understanding <br />human resources required on a specific project is an important part of staying within schedule and budget. At the time of negotiating a <br />work order with the City, the Project Manager and Task Manager experience in understanding the requirements of the project will lead <br />to adequate man-power utilization. Mr. Mojena will be able to adjust human resources accordingly to ensure client satisfaction. <br /> <br />2.10 Knowledge of Past Experience on Similar Projects <br /> <br />Marlin Engineering, Inc. has been in the Civil and Transportation industry for over 15 years and has developed an extensive resume of <br />roadway design, sewer design, and drainage design projects with state agencies, county governments and local municipalities. <br /> <br />- <br /> <br />~~~~, <br />
