<br />Miami-Dade Countv. Florida <br /> <br />Contract No. RFP683 <br /> <br />Appendix A <br /> <br />SCOPE OF SERVICES <br /> <br />1. Backaround <br />Miami-Dade County uses approximately 30 million gallons of fuel (see fuel types defined in Section 2.5) each <br />year. The fuel is distributed to eleven County departments through numerous storage tank facilities located <br />throughout Miami-Dade County (see Attachment A). The intent of this Contract is for the County to obtain <br />adequate fuel to meet its requirements under normal conditions and during emergency conditions that may <br />disrupt the availability of fuel. The Contractor shall maintain an agreement with a terminal operator that is <br />satisfactory to the County and that guarantees a supply of fuel to the County. The Contractor shall renew any <br />such agreement at least ninety (90) days prior to its expiration date, and provide a duly signed and authorized <br />copy of the renewed agreement to the County within ten (10) days of executing said renewal agreement. <br /> <br />2. Fuel Delivery Services bv Local Haulers <br />The County prefers that the Contractor's fuel haulers which will provide fuel deliveries for this Contract are <br />local businesses (located within Miami-Dade County or Broward County). The Contractor may use it's own <br />resources, or use subcontractors, to provide the fuel deliveries. . <br /> <br />3. Fuel Volumes <br />While this Contract is non-exclusive, the County intends to utilize the Contractor to purchase fuel to meet the <br />County's needs. The following are quantities of fuel purchas'ed by the County in 2008: <br /> <br />A. E10 Gasoline Fuel: 9.5 million gallons <br />B. Ultra low Sulfur Diesel Fuel, No.2: 17.2 million gallons <br />C. Ultra low Sulfur Diesel Fuel, No.2 (Dyed): 3 million gallons <br /> <br />4. Standards , <br />All fuel shall conform to the latest standards pursuant to the Florida State Department of Agriculture and <br />Consumer Services Division. For fuel with no current standards under the Florida State Department of <br />Agriculture and Consumer Services, the fuel type shall meet all ASTM International standards. <br /> <br />Bio-diesel fuel shall conform to all ASTM International standards and any future amendments thereto. <br /> <br />The Contractor shaJi comply with product ahd transportation requirements, regulatory mandates,' and <br />environmental standards established by the Florida Department of Transportation (FOOT) and the U.S. <br />Environmental Protection Agency (EPA). <br /> <br />5. Fuel Tvpes and Grades Reauired <br />The types of fuel that the County anticipates purchasing are listed below. However, the County reserves the <br />right, at its sole discretion, to change this list by either the deletion or addition of fuel types as may become <br />necessary for the County's needs. When a class, type, or category of fuel is to be added, the County shall <br />provide the specifications fo'r the fuel to the Contractor no less than fifteen (15) days in advance of the first <br />request for such fuel. <br /> <br />1. E10 Gasoline, Regular (to test no less than 87'octane) <br />2. E10 Gasoline, Mid-Grade (to test no less than 89 octane) <br />3. E10 Gasoline, Premium (to test no less than 91 octane) <br />4.
