These agencies include
but are not limited to the Florida Department of Transportation (FDOT), Florida
Department of Environmental Protection (FDEP), South Florida Water Management
District (SFWMD), Miami-Dade Public Works, Miami-Dade Water and Sewer
Department, DERM, U.S. Fish and Wildlife Service to name a few.

As soon as Notice To Proceed has been issued, Metric will identify and coordinate with
all permitting agencies that will need to review the construction documents. Metric will
ensure that the proper line of communication is maintained during the permitting
process so the plans are in compliance with all regulatory agencies.

When the construction documents reach a 60% level of completion, all parties involved
will receive a set of plans for a "Dry Run" process. This will verify that our plans meet all
requirements from the different permitting agencies and therefore expedite the permit
process.

Once construction is on the way, the contractor will begin shop drawing submittals and
request for information (RFI). In order to maintain control of all these documents, Metric
has developed a spreadsheet that is used for all our projects. The spreadsheet is used
to maintain a detailed log identifying submittal numbers, received dates, information
requested, distribution dates, and returned dates.

During the close-out phase of the construction, Metric will assure that all pertaining "As-
Built" documents are in compliance with the original bid construction documents. The
plans will be reviewed to assure that all revisions, field adjustment and modifications

Page 10
