The Keith and Schnars Team recognize that in addition to our strong credentials, our resources and ability to respond quickly and efficiently are imperative to guarantee successful performance. This project requires a management plan designed to specifically address the staffing, monitoring, planning and communications challenges that our experience indicates are common with this type of contract. It also calls for a management plan that deals with the need for well-documented and understandable procedures so staff can be efficiently managed. Specifically, our management plan provides: · An efficient management system, with clearly defined roles and responsibilities for scope, schedule and budget; · A Contract Manager as the primary point-of-contact for the City; · Quick-turnaround capability, as well as, long-term program and personnel continuity; · Depth of staff which allows the team to timely respond to multiple assignments simultaneously, if necessary; · Compliance with individual task schedules and budgets; · Flexibility to respond to changes in scope and direction; and · Quality assurance and quality control throughout all phases of a project. We believe that Keith and Schnars has a well-earned reputation for delivering high quality work products on time and within budget. In the past six years, Keith and Schnars has completed twelve FDOT projects with a construction value in excess of $120 million. The average cost overrun for our six-year average was only 4 percent, and our construction time overrun was I percent. No other firm selected by FDOT in the past six years has completed this volume of work, and maintained such low overruns in cost and time. We attribute this success to our personnel and project management. Additionally, the team proposed for this contract includes staff that have either worked directly for a governmental agency or have performed duties as an extension of a governmental agency for many years. At Keith and Schnars, we believe our clients deserve the highest quality work products. Therefore, we implement a thorough quality control plan on all our projects. Our Quality Control Plan is based on the philosophy that: . Quality is achieved by proper planning, coordination, supervision, and the appropriate use of skilled personnel; Quality is controlled through checking, reviewing and monitoring of work activities by individuals outside ofthe Team; Quality is verified by having a senior manager performing QNQC functions; and Quality is assured through independent reviews by qualified staff through each stage of project development. . . . Staffing Highlights Our corporate structure and chain of command is similar to the City's in that we maintain executive level leadership, which serve as a backstop and point of responsibility and accountability for the management of projects. We emphasize accountability for budget and schedule in our projects and we encourage open informal and formal communication as a tool to work collectively to ensure that the objective, the budget, and the schedule of the project are met to the greatest degree possible under any circumstances.
