It also calls for a management plan that deals with the need <br />for well-documented and understandable procedures so staff can be efficiently managed. <br />Specifically, our management plan provides: <br /> <br />· An efficient management system, with clearly defined roles and responsibilities for <br />scope, schedule and budget; <br />· A Contract Manager as the primary point-of-contact for the City; <br />· Quick-turnaround capability, as well as, long-term program and personnel continuity; <br />· Depth of staff which allows the team to timely respond to multiple assignments <br />simultaneously, if necessary; <br />· Compliance with individual task schedules and budgets; <br />· Flexibility to respond to changes in scope and direction; and <br />· Quality assurance and quality control throughout all phases of a project. <br /> <br />We believe that Keith and Schnars has a well-earned reputation for delivering high <br />quality work products on time and within budget. In the past six years, Keith and <br />Schnars has completed twelve FDOT projects with a construction value in excess of $120 <br />million. The average cost overrun for our six-year average was only 4 percent, and our <br />construction time overrun was I percent. No other firm selected by FDOT in the past six <br />years has completed this volume of work, and maintained such low overruns in cost and time. <br />We attribute this success to our personnel and project management. Additionally, <br />the team proposed for this contract includes staff that have either worked directly <br />for a governmental agency or have performed duties as an extension of a <br />governmental agency for many years. <br /> <br />At Keith and Schnars, we believe our clients deserve the highest quality work products. <br />Therefore, we implement a thorough quality control plan on all our projects. Our Quality <br />Control Plan is based on the philosophy that: <br /> <br />. <br /> <br />Quality is achieved by proper planning, coordination, supervision, and the appropriate use of <br />skilled personnel; <br />Quality is controlled through checking, reviewing and monitoring of work activities by <br />individuals outside ofthe Team; <br />Quality is verified by having a senior manager performing QNQC functions; and <br />Quality is assured through independent reviews by qualified staff through each stage of <br />project development. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Staffing Highlights <br /> <br />Our corporate structure and chain of command is similar to the City's in that we maintain <br />executive level leadership, which serve as a backstop and point of responsibility and <br />accountability for the management of projects. We emphasize accountability for budget and <br />schedule in our projects and we encourage open informal and formal communication as a tool <br />to work collectively to ensure that the objective, the budget, and the schedule of the project are <br />met to the greatest degree possible under any circumstances.
