His responsibilities included performing transportation studies, project <br />management and contract management. His work experience incorporates all aspects of <br />transportation engineering including operational analysis, technical production, public participation <br />and financial administration. A native of Chicago, Illinois, Andre graduated from the University of <br />Miami in 1999 and is also a graduate of the State P.E. training program. Prior to FDOT Andre was <br />a Project Engineer with ATC Associates, a geotechnical firm located in Hialeah Gardens, Florida. <br />Andre has been a registered Professional Engineer since 2004, and is also a licensed realtor. <br /> <br />Paul McGinnes, PhD, PE Environmental Engineering <br />Paul McGinnes is qualified and recognized as a professional consultant and expert in the area of <br />environmental engineering, water and wastewater treatment, pollution assessment, treatment and <br />remediation, environmental analytical chemistry, laboratory operations and related fields. He <br />recently provided engineering services to the SFWMD on cleanup efforts of damage from Hurricane <br />Wilma, managing 30 different cleanup projects. In addition, he as the Lead Engineer for the <br />Everglades Stormwater Program for SFWMD for five years, being responsible for representing the <br />Department on interagency work groups, task forces, and in public relations involving scientific and <br />water quality issues. The responsibilities of this position involved functioning as an in-house expert <br />and consulting resource in the areas of water quality, environmental engineering, and <br />environmental science and the application of those disciplines to the critical projects of the District, <br />including Everglades remediation projects. Prior to this position, Dr. McGinnes worked for the <br />SFWMD as Senior Supervising Professional Engineer in the Everglades Stormwater Program, <br />Environmental Regulation Department. <br /> <br />Rafael D' Arazoza, PE Traffic Engineering <br />Rafael D'Arazoza will be assigned the task of traffic impact analysis, and operational review, and <br />interfacing with Miami Dade County Public Works (which has jurisdiction over every street in the <br />town). With 30 years of experience he is the former planning director of FDOT District 6, and an <br />expert traffic operations and analysis engineer. He has performed the transportation elements for <br />Hialeah, Doral, Miami Gardens, and Cutler Bay and reviews developers traffic impact studies for <br />Miami Beach, Doral, Miami Gardens and Cutler Bay. <br /> <br />Larry Strange, AICP Transit <br />Larry Strange, AICP, is a transit, alternative mode and parking specialist. Over his 20 years he has <br />developed municipal circulators on Miami Beach, Hialeah, and Palmetto Bay, and numerous others <br />across the nation. He worked on the Miami Beach Parking Inventory Analysis, an inventory of every <br />public parking space in the City. He has developed intermodal centers, bicycle and pedestrian <br />plans and transit surveys on dozens of occasions. Larry is a project manager for Corradino's <br />General Planning Contracts with, the MPO, MDT and the Regional Transit Authority. <br /> <br />Shannon Snyder, PE Construction Management, Hurricane Recovery <br />Shannon Snyder, PE, has more than 16 years of construction engineering experience on bridge and <br />roadway projects in Florida. She has served as the Senior Project Engineer on construction <br />engineering projects including the SR836 Connector to the Florida Turnpike in Miami-Dade <br />County, reconstruction of Thomas B.
