Each design phase shall include a set of quantities <br />and construction estimates to make sure funding is available <br />to execute the project. <br /> <br />4. Technical Specifications Packages <br />Consul- Tech will prepare the technical specifications for all <br />projects and will also assist the City staff in customizing the <br />front end documents and general conditions. Consul-Tech has <br />extensive experience in preparing complete packages of bid <br />documents for a variety of projects. <br /> <br />5. Constructability and Biddability Reviews <br />Consul- Tech considers Constructability and Biddability Review <br />as a key element in the project to reduce construction time, <br />additional services requests and claims, while reducing <br />construction cost. As such, Consul-Tech is both honored and <br />challenged by the opportunity to provide these services to the <br />City. <br /> <br />Consul-Tech believes a full review of the project requires an <br />interdisciplinary approach that will bring together a group of <br />professionals with diverse background and experience. <br /> <br />Consul-Tech will study the construction sequence with <br />emphasis in the construction methods that may be employed <br />by the contractor. The purpose of this study is to determine <br />the need for special equipment or construction methods that <br />may incur additional costs or delays not originally considered. <br />Consideration will be given to special methods such as <br />dewatering, underwater work, off hour work, special rigging <br />for heavy loads, access for heavy equipment, etc. On the <br />other hand, the construction specialist will look for innovative <br />means and solutions available that may provide more <br />expedient construction, with reduced inconvenience to the <br />public. <br /> <br />Another important aspect of the constructability review is the <br />verification of contracttime. Consul-Tech uses state ofthe art <br />techniques to analyze the sequences of construction and <br />eventually establishing of contract time. Activities are broken <br />down to their minimum tasks, and production rates are used <br />from our extensive database of construction productivity rates. <br /> <br />6, Quality Assurance & Quality Control <br />Our management staff is dedicated to quality production and <br />has inspired all employees to follow this principle while <br />performing their daily work activities. Management strongly <br />believes that quality is an established requirement in meeting <br />the expectations of our clients. Quality assurance procedures <br />are directed towards all technical activities, but it is recognized <br />that quality is an individual responsibility and is applicable to <br />all staff members. These include clarity of scope, <br /> <br />thoroughness of work planning, adherence to schedule, <br />structuring of project, communication, formal checking, <br />maintenance of records, and other related activities. <br />Project management, communication and teamwork <br />assume greater importance and lead to more specific <br />structuring of the project. <br /> <br />As the City Consultant, the above referenced concept will <br />be expected from the designers performing the assigned <br />tasks. Consul-Tech's Quality Control Manager will <br />conduct periodic reviews of the Task Managers <br />performing the assigned work to ensure that the <br />personnel performing tasks are in compliance with the <br />requirements of their own Quality Control Program. If <br />these steps are followed as the projects are being <br />performed, it will minimize errors, permitting comments <br />and revisions. This will allow the Consultant the <br />opportunity to concentrate on more important aspects of <br />the design such as the engineering integrity. <br /> <br />Consul-Tech will conduct Quality Control reviews during <br />the different phases of the assigned tasks. The reviews <br />will be conducted to evaluate procedures, staffing, criteria <br />used, and documentation. Special emphasis will be <br />placed to ensure proper coordination and transfer of <br />information is obtained. <br /> <br />II. HURRICANE RECOVERY AND DEBRIS <br />MONITORING SERVICES <br /> <br />Consul-Tech has the capabilities of providing the services <br />required related to hurricane recovery and debris <br />monitoring. Consul-Tech will provide, within 24 hours, <br />trained, qualified and professional staff (and hire <br />additional personnel and trained them, if needed) on site <br />to monitor debris removal operations as well as the <br />required services by the City. <br /> <br />In order to fulfill the personnel requirements needed for <br />the debris monitoring effort, Consul-Tech developed its <br />comprehensive "Rapid Response Recruiting and Training <br />Program". The program was developed with a focus on <br />providing trained, reliable, and motivated field personnel, <br />on a temporary basis, and in large numbers for debris <br />monitoring operations, while utilizing seasoned inspectors <br />and senior construction management personnel for the <br />training and direct supervision of temporary debris <br />inspectors (monitors). Accordingly, we have already <br />developed standard manuals for the training in the <br />procedures to be used in case of emergencies and the <br />training of personnel for the inspection of debris removal <br />and of repairs to signalization and signs.
