Technical Specifications Packages Consul- Tech will prepare the technical specifications for all projects and will also assist the City staff in customizing the front end documents and general conditions. Consul-Tech has extensive experience in preparing complete packages of bid documents for a variety of projects. 5. Constructability and Biddability Reviews Consul- Tech considers Constructability and Biddability Review as a key element in the project to reduce construction time, additional services requests and claims, while reducing construction cost. As such, Consul-Tech is both honored and challenged by the opportunity to provide these services to the City. Consul-Tech believes a full review of the project requires an interdisciplinary approach that will bring together a group of professionals with diverse background and experience. Consul-Tech will study the construction sequence with emphasis in the construction methods that may be employed by the contractor. The purpose of this study is to determine the need for special equipment or construction methods that may incur additional costs or delays not originally considered. Consideration will be given to special methods such as dewatering, underwater work, off hour work, special rigging for heavy loads, access for heavy equipment, etc. On the other hand, the construction specialist will look for innovative means and solutions available that may provide more expedient construction, with reduced inconvenience to the public. Another important aspect of the constructability review is the verification of contracttime. Consul-Tech uses state ofthe art techniques to analyze the sequences of construction and eventually establishing of contract time. Activities are broken down to their minimum tasks, and production rates are used from our extensive database of construction productivity rates. 6, Quality Assurance & Quality Control Our management staff is dedicated to quality production and has inspired all employees to follow this principle while performing their daily work activities. Management strongly believes that quality is an established requirement in meeting the expectations of our clients. Quality assurance procedures are directed towards all technical activities, but it is recognized that quality is an individual responsibility and is applicable to all staff members. These include clarity of scope, thoroughness of work planning, adherence to schedule, structuring of project, communication, formal checking, maintenance of records, and other related activities. Project management, communication and teamwork assume greater importance and lead to more specific structuring of the project. As the City Consultant, the above referenced concept will be expected from the designers performing the assigned tasks. Consul-Tech's Quality Control Manager will conduct periodic reviews of the Task Managers performing the assigned work to ensure that the personnel performing tasks are in compliance with the requirements of their own Quality Control Program. If these steps are followed as the projects are being performed, it will minimize errors, permitting comments and revisions. This will allow the Consultant the opportunity to concentrate on more important aspects of the design such as the engineering integrity. Consul-Tech will conduct Quality Control reviews during the different phases of the assigned tasks. The reviews will be conducted to evaluate procedures, staffing, criteria used, and documentation. Special emphasis will be placed to ensure proper coordination and transfer of information is obtained. II. HURRICANE RECOVERY AND DEBRIS MONITORING SERVICES Consul-Tech has the capabilities of providing the services required related to hurricane recovery and debris monitoring. Consul-Tech will provide, within 24 hours, trained, qualified and professional staff (and hire additional personnel and trained them, if needed) on site to monitor debris removal operations as well as the required services by the City. In order to fulfill the personnel requirements needed for the debris monitoring effort, Consul-Tech developed its comprehensive "Rapid Response Recruiting and Training Program". The program was developed with a focus on providing trained, reliable, and motivated field personnel, on a temporary basis, and in large numbers for debris monitoring operations, while utilizing seasoned inspectors and senior construction management personnel for the training and direct supervision of temporary debris inspectors (monitors). Accordingly, we have already developed standard manuals for the training in the procedures to be used in case of emergencies and the training of personnel for the inspection of debris removal and of repairs to signalization and signs.
