ApPROACH TO THE PROJECT I The Consultant services will require that the appropriate staff is available to meet the City's requests on an "As-Needed" basis. Consul-Tech will be made available to undertake each contract assignment. Our staff is comprised of local talent to meet these needs. It is envisioned that as work orders are assigned by the City, the Project Manager will assign the project (s) to one or more of the Task Managers. The Task Managers will have available to them a large pool of personnel and resources to assign individual work. Continued coordination between the Project Manager and the Task Managers is a key element to successfully reach the assigned project goals. 4. Project Files A separate file will be maintained for each project assigned to Consul-Tech. Each file will contain copies of all general correspondence, reports, man hour estimates, and meeting minutes. These files will be continuously maintained and updated throughout the duration of the project. Maintenance of CADD generated files is equally important as the regular correspondence project files. Our staff will maintain all CADD related information in compliance with an established standard so that it can be delivered to the City at the end of the project in AutoCAD Format. 5, Reports For each project work order assignment, Consul-Tech will prepare monthly reports outlining the status, pending issues, and schedules. These reports will be made available to the appropriate Task Managers and to the City. B. TECHNICAL APPROACH Consul-Tech will be responsible, along with other duties, for managing and coordinating project planning, design and construction in coordination with our other sister companies, undertaking project development and plans production duties, and addressing project complexity issues. On any of the City proposed projects, it is very important to clearly determine the requirements of the project and the services to be provided by the consultant and to define the scope of services. 1, Survey As part of the initial project development, a detailed survey of the project site should be prepared at the accuracy needed for final design plans. Consul-Tech Surveying and Mapping, Inc. will be in charge of creating such detailed survey to meet the design and City's requirement. In addition to the survey, aerial photos and existing as-built drawings will be reviewed, as required. 2, Preliminary Design For the Preliminary Design Phase, an "iterative" analysis process of all issues that affect the project should be followed. These interrelated issues, in conjunction with any value engineering analysis, should be studied in a multidisciplinary basis before recommendations for the various design elements are finalized. These issues may include: .... Existing underground utilities. .... Horizontal and vertical geometry and site limitations. .... Proposed concepts with the objective of providing simple, constructable and cost effective solutions. .... "Constructability" means that all construction stages and construction schedule must work adequately to avoid service interruptions. Also it shall make sure that traffic is maintained as per predetermined Maintenance of Traffic (MOT) Plan criteria. .... Demolition of existing structures and surface restorations as interfaced with the MOT. .... The overall drainage concept including retention areas, infiltration areas, maintaining drainage during construction and pertinent data for permitting. Drainage for each stage of construction is an often neglected issue. .... Overall cost analysis of the final concept in regards to construction. Consul-Tech is sensitive to the fact that maintenance costs are an important consideration in cost analysis. Typically, three (3) viable options will be developed for evaluation and review by the Project Manager, QA/QC Manager and the Project Task Manager together with the City staff. 3, Final Design Upon approval or acceptance of the Preliminary Design Phase Documentation, work commences with the preparation of final construction plans, specifications and cost estimates. In developing the final construction plans, we will review the following major milestones: 30% design, 60% design, and 100% design. Much of the 30% design effort will already have been accomplished in the Preliminary Design Phase Documentation, where we will have reviewed the design concepts while insuring constructability. The 60% design will implement the selection option and will also be used as the dry-run set for permitting.
