ApPROACH TO THE PROJECT I <br /> <br />The Consultant services will require that the appropriate staff <br />is available to meet the City's requests on an "As-Needed" <br />basis. Consul-Tech will be made available to undertake each <br />contract assignment. <br /> <br />Our staff is comprised of local talent to meet these needs. It is <br />envisioned that as work orders are assigned by the City, the <br />Project Manager will assign the project (s) to one or more of <br />the Task Managers. The Task Managers will have available to <br />them a large pool of personnel and resources to assign <br />individual work. Continued coordination between the Project <br />Manager and the Task Managers is a key element to <br />successfully reach the assigned project goals. <br /> <br />4. Project Files <br />A separate file will be maintained for each project assigned to <br />Consul-Tech. Each file will contain copies of all general <br />correspondence, reports, man hour estimates, and meeting <br />minutes. These files will be continuously maintained and <br />updated throughout the duration of the project. <br /> <br />Maintenance of CADD generated files is equally important as <br />the regular correspondence project files. Our staff will maintain <br />all CADD related information in compliance with an <br />established standard so that it can be delivered to the City at <br />the end of the project in AutoCAD Format. <br /> <br />5, Reports <br />For each project work order assignment, Consul-Tech will <br />prepare monthly reports outlining the status, pending issues, <br />and schedules. These reports will be made available to the <br />appropriate Task Managers and to the City. <br /> <br />B. TECHNICAL APPROACH <br /> <br />Consul-Tech will be responsible, along with other duties, for <br />managing and coordinating project planning, design and <br />construction in coordination with our other sister companies, <br />undertaking project development and plans production duties, <br />and addressing project complexity issues. <br /> <br />On any of the City proposed projects, it is very important to <br />clearly determine the requirements of the project and the <br />services to be provided by the consultant and to define the <br />scope of services. <br /> <br />1, Survey <br />As part of the initial project development, a detailed survey of <br />the project site should be prepared at the accuracy needed for <br />final design plans. Consul-Tech Surveying and Mapping, Inc. <br />will be in charge of creating such detailed survey to meet the <br />design and City's requirement. In addition to the survey, aerial <br />photos and existing as-built drawings will be reviewed, as <br />required. <br /> <br />2, Preliminary Design <br />For the Preliminary Design Phase, an "iterative" analysis <br />process of all issues that affect the project should be <br />followed. These interrelated issues, in conjunction with <br />any value engineering analysis, should be studied in a <br />multidisciplinary basis before recommendations for the <br />various design elements are finalized. These issues may <br />include: <br /> <br />.... Existing underground utilities. <br />.... Horizontal and vertical geometry and site limitations. <br />.... Proposed concepts with the objective of providing <br />simple, constructable and cost effective solutions. <br />.... "Constructability" means that all construction stages <br />and construction schedule must work adequately to <br />avoid service interruptions. Also it shall make sure <br />that traffic is maintained as per predetermined <br />Maintenance of Traffic (MOT) Plan criteria. <br />.... Demolition of existing structures and surface <br />restorations as interfaced with the MOT. <br />.... The overall drainage concept including retention <br />areas, infiltration areas, maintaining drainage during <br />construction and pertinent data for permitting. <br />Drainage for each stage of construction is an often <br />neglected issue. <br />.... Overall cost analysis of the final concept in regards to <br />construction. Consul-Tech is sensitive to the fact that <br />maintenance costs are an important consideration in <br />cost analysis. <br /> <br />Typically, three (3) viable options will be developed for <br />evaluation and review by the Project Manager, QA/QC <br />Manager and the Project Task Manager together with the <br />City staff. <br /> <br />3, Final Design <br />Upon approval or acceptance of the Preliminary Design <br />Phase Documentation, work commences with the <br />preparation of final construction plans, specifications and <br />cost estimates. <br /> <br />In developing the final construction plans, we will review <br />the following major milestones: 30% design, 60% design, <br />and 100% design. Much of the 30% design effort will <br />already have been accomplished in the Preliminary <br />Design Phase Documentation, where we will have <br />reviewed the design concepts while insuring <br />constructability. The 60% design will implement the <br />selection option and will also be used as the dry-run set <br />for permitting.
