<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />:1 <br />I <br />I <br />,I <br />I. <br /> <br />]1 <br />.1 <br />I <br />'I <br />I. <br /> <br />ApPROACH TO THE PROJECT <br /> <br />Consul-Tech will take a proactive approach to the <br />management of this contract to assure proper coordination of <br />activities from all parties involved to accomplish the successful <br />completion of the contract. This contract may require that <br />multiple work orders or authorizations be performed <br />simultaneously and by different staff members and <br />discipline compositions. Therefore, a well-defined <br />management plan that monitors progress and <br />coordination is of paramount importance. The main <br />components of the management approach are: <br /> <br />1, Organizational Structure <br />Consul-Tech proposes an organizational structure with clear <br />definition of responsibilities and lines of communication to <br />successfully manage this program. The organizational <br />structure consists of five major levels: <br /> <br />~ Principal in Charge <br />The Principal in charge will oversee the contract and ensure <br />that management and staff is following established <br />management protocols, procedures, and accomplishing the <br />City's goals. <br /> <br />~ Project Manager <br />The overall contract will be controlled by the Project Manager. <br />He will be responsible for the overall management of the <br />project, all internal and external coordination of project issues, <br />and a direct line of contact with the City. <br /> <br />~ Quality AssurancelQuality Control Manager <br />A Senior Level Project Manager will oversee the QA/QC effort, <br />and will assign the independent reviewers for this project. The <br />main components of the QC Review are: 1) Engineering <br />design criteria review, including decisions and commitments <br />made; 2) Plans preparation/cross reference review; and 3) <br /> <br />RFQ No. 07-07-01 - Professional General Engineering Consultant <br /> <br />I. GENERAL ENGINEERING CONSULTING <br /> <br />Consul-Tech's approach to execute this contract is to provide <br />the City with the required services with minimum effort from <br />City's personnel. A key element for the success of this contract <br />will be the ability of the Consultant to manage all project <br />phases. To achieve this goal, the general approach will <br />consist of the following key elements: Program <br />Management & Technical Approach, <br /> <br />A. PROGRAM MANAGEMENT <br /> <br />Consul- Tech utilizes a strong management approach on all of <br />its projects. Our project managers are not just involved in <br />management, but also in the technical issues of the project. <br />This approach provides our clients with the best possible <br />service. <br /> <br />Constructability and biddability review. Quality review of <br />the construction plans will ensure that plans and bid <br />documents are free from errors, omissions, and <br />misinterpretations. <br /> <br />~ Task Managers <br />Task Managers consist of a group of seasoned project <br />managers that will be responsible for managing and <br />coordinating the individual task assignments. The Task <br />Managers are responsible for the day-to-day coordination <br />of each task. <br /> <br />~ Support Services <br />Support Services consists of a group of professionals well <br />respected in their fields of expertise. This group will assist <br />the Task Managers in performing their duties. This group <br />will review plans, perform design and make <br />recommendations in their field of expertise. <br /> <br />2, Monitoring the Program Schedule <br />Continuous monitoring of the various project schedules will <br />be performed. Consul-Tech is keenly familiar with the <br />process and requirements of each type of proposed <br />project and the timeframes required to accomplish each <br />task. Our staff is well aware of activities that may not be <br />under the direct control of the City that may cause <br />potential delays. Some of these activities consist of utility <br />issues, permitting, and city approval. Consul-Tech will <br />monitor these activities closely to minimize unexpected <br />events that could lead to possible delays. <br /> <br />The responsibility for control of the project progress <br />schedule will rest with the Project Manager. This schedule <br />control will be accomplished as follows: <br /> <br />~ Weekly contact by Task Managers with Support <br />Service staff to determine project progress and to <br />identify areas of potential delays or conflicts. <br /> <br />~ Bi-weekly meetings of Task Managers with the <br />Project Manager to review each project schedule and <br />define corrective action, if required. <br /> <br />~ Monthly meetings will be held with the City to inform <br />and discuss the project status and schedule. Also, <br />this meeting will serve as an avenue to obtain <br />feedback and direction from the City. <br /> <br />3. Coordination <br />This contract requires extensive coordination with various <br />agencies, utility companies, internal support services, and <br />the City. <br /> <br />Page 8 <br />
