Similar to the work effort that we did for Miami- <br />Dade County, we strongly recommend the use of a pre- <br />emergency scope of services meeting, inviting the <br />contractors that may be interested in participating in the <br />program, for the purpose of discussing the particulars of the <br />emergency contract, field operations, reporting procedures, <br />collaboration with the other agency and with the public as <br />well as invoicing procedures. Consul-Tech will also assist <br />the City in identifying the contractors that have worked in the <br />past, their performance and the level of resources that can <br />be committed to the project. <br /> <br />Agreements with Other Agencies <br />It will be necessary to update the list of agencies with whom <br />the City anticipates to coordinate efforts in case of an <br />emergency. This includes local law enforcement and <br />emergency rescue departments, cities, counties, utility <br />companies and railroad corridors and the Florida Department <br />of Transportation. A complete list with a graphic <br />representation of each jurisdiction and contact information of <br />emergency management personnel will be produced. The <br />second order of business in these tasks will be the <br />development of communication protocols and to establish a <br />one-to-one relationship with the City. Procedures for <br />requesting City assistance by other agencies will be clarified. <br /> <br />Meetings and Communications <br />Throughout the execution ofthe plan, Consul-Tech will meet <br />with the City representatives as directed by and coordinated <br />with the City. Consul-Tech will attend a pre-proposal <br />conference for the debris recovery contractors, and will <br />attend regular progress and coordination meetings. Consul- <br />Tech will provide minutes of all meetings, within three (3) <br />days after the meeting occurs. <br /> <br />Spot Checking of Debris Recovery Equipment <br />In order to insure that unauthorized equipment alterations do <br />not take place, copies of all truck certifications with attached <br />equipment photos are kept on file at the various Temporary <br />Debris Staging and Reduction Areas (TDSRA). Original <br />certifications are kept at Consul-Tech's Disaster Recovery <br />Office. The field copies and photos are utilized by TDSRA <br />Field Supervisors to both routinely and randomly check for <br />continued compliance with originally certified capacities. In <br />the event a contractor receives authorization to alter or <br />modify haul equipment, a new certification will be required for <br />each vehicle modified. New certified quantities and <br />equipment numbers as well as identification placards and <br />equipment photos will be issued and processed. All <br />database information on "Re-Certified" vehicles continue to <br /> <br />be cross-referenced with their original certifications in the <br />database and quantities calculated based on certified <br />capacities current at the time of each individual load. <br /> <br />Field Monitors <br />Consul-Tech has established a comprehensive "Rapid <br />Response Recruiting and <br />Training Program" that allows <br />Consul-Tech Key Disaster <br />Recovery Personnel to <br />effectively recruit and employ <br />many displaced local workers to <br />fill available monitoring <br />positions immediately following <br />storm events. Through our <br />contacts with local employment <br />agencies as well as public response to posted flyers and <br />bulletins within the affected storm damaged areas, we <br />are able to identify, interview, test, train, hire and put to <br />work large numbers of the most capable yet temporarily <br />displaced local work force to fill the ever changing needs <br />and varied dynamics normally associated with emergency <br />recovery work. Our proven program for involving the local <br />work force in the recovery efforts while providing much <br />needed economic relief has acquired industry wide <br />acclaim in the field of Emergency Management. <br /> <br />New debris monitors are given an intensive three day <br />training program held by debris area managers and <br />senior inspectors. Each new monitor is assigned to a <br />senior level inspector for each of the three days of <br />training. The three specific areas of training are: <br /> <br />... Maintenance of Traffic (MOT) and Worker Safety <br />(OSHA) <br />... Road-Side Pick-Up Procedures, Public Safety, and <br />Debris Load Documentation <br />... Temporary Debris Staging and Reduction Site <br />(TDSRS) Management <br /> <br /> <br />In summary, Consul-Tech will provide all the necessary <br />debris management and monitoring services required to <br />assist the City in its recovery efforts.
