<br />
<br />The following is a brief introduction and qualifications of the
<br />key personnel for this request. Their detailed resumes are
<br />included in the SF 255. Our organizational chart (See Figure
<br />1) highlights the key personnel assigned to this project.
<br />
<br />Juan Muniz, P,E., Project Manager
<br />Mr. Muniz will be the Project Manager and will be directly
<br />responsible for the overall project management, planning, and
<br />coordination for this contract. Mr. Muniz will be responsible for
<br />all project deliverables to the City of Sunny Isles Beach. Mr.
<br />Muniz has over 15 years of experience and is responsible for
<br />managing private land development, municipal, and roadway
<br />projects, including residential (single family, multi-family, high
<br />rise condominium, and dormitory), commercial (office,
<br />warehouse, shopping center, and retail centers), industrial
<br />(distribution centers, manufacturing facilities of various type
<br />automotive repair, etc.) and municipal utility (water, sewer,
<br />and drainage) projects. Roadway experience includes
<br />knowledge of all aspects of roadway design including
<br />drainage, plans and profiles, cross sections, and maintenance
<br />of traffic plans.

<br />Andres Garganta, P.E. - Principal-in-Charge
<br />Mr. Garganta has over 33 years of experience in roadway
<br />design projects. He has been personally involved in the design
<br />and/or supervision of major design projects such as the FOOT
<br />General Engineering Consultant contract for District Six,
<br />Miami-Dade County; S.R. 874 Killian Parkway Improvements,
<br />Miami-Dade County; Palmetto Expressway at Bird Road,
<br />Miller Drive, and S.R. 874, Miami-Dade County; Palmetto
<br />Expressway at N.W. 74 Street, Miami-Dade County; Golden
<br />Glades Toll Plaza Improvements, Miami-Dade County; and the
<br />U.S. 1 (S.R. 5) from Card Sound Road to Mile Post 6.00,
<br />Miami-Dade County. Mr. Garganta's experience in
<br />transportation master planning, conceptual design, structural,
<br />and traffic engineering, including three years as a Florida
<br />Department of Transportation District Manager are invaluable
<br />to the management of any project.

<br />Hermes Diaz, P.E. - Task Manager- Civil Engineering
<br />Mr. Diaz has over 8 years of experience in civil
<br />engineering design. He has been responsible for the
<br />managing of the design phase of multiple projects within
<br />Miami-Dade County including the development of
<br />engineering plans (water, sewer, paving and drainage),
<br />site plans, drainage modeling, and drainage reports and
<br />calculations, as well as coordination of projects with
<br />multiple government agencies and permitting.

<br />Edgar Espinoza, E.!. - Civil Engineering
<br />Mr. Espinoza has over 18 years of project management
<br />experience in water and sewer master planning, design,
<br />permitting, project costing & scheduling, bid processes and
<br />construction management of roadway, land development,
<br />drainage and utility coordination projects. Mr. Espinoza's
<br />experience also encompasses Water and Wastewater
<br />Treatment Plant design and management of National
<br />Pollutant Discharge Elimination Systems (N.P.D.E.S.)
<br />program with the Florida Department of Transportation'
<br />Turnpike District.

<br />Juvenal Santana, E.I. - Civil Engineering
<br />Mr. Santana has over 7 years of experience in the design
<br />of water, sewage and drainage systems for residential,
<br />commercial and industrial facilities, as well as the
<br />construction engineering inspection of such systems.
<br />Activities include investigation of existing site conditions,
<br />calculation of proposed quantities of water usage and
<br />preparation of design reports and cost estimates for water,
<br />sewer and drainage systems. Design aspects include
<br />calculations for sizing, flow requirements, treatment, and
<br />all components associated with municipal water and sewer
<br />systems, sewage pump stations. Also accountable for
<br />production of design plans and coordination with all
<br />professionals and technical disciplines involved in each
<br />project.

<br />Evelio Chavez, P,E. - QA/QC Manager
<br />Mr. Chavez has been assigned as senior level Project
<br />Manager who will oversee the QNQC effort, and will assign
<br />the independent reviewers for this project. Mr. Chavez has
<br />over 22 years experience and has managed and successfully GiI Portela, P.E., Task Manager - Transportation
<br />completed numerous roadway projects that include: City of Engineering
<br />Miami General Engineering Consultant, Miami-Dade County; Mr. Portela has over 23 years experience in roadway
<br />City of Miami Program Management Services, Miami-Dade design and management for urban and interstate roadway
<br />County, S.R. 826 (Palmetto Expressway) Interchange at Miller projects. He has been responsible for pavement design,
<br />Drive, S.R. 874, and Bird Road (under design), in Miami-Dade drainage and maintenance of traffic, overhead guide sign
<br />County; U.S. 1 (SR. 5) from Card Sound Road to Mile Post design, pavement markings, signalization, and traffic
