Key projects Mr. Fox has served as Project Manager includes: the City of North Miami Beach 15.0 MGD Norwood WTP Expansion, the City of Palm Bay 4.0 MGD South Regional Reverse Osmosis WTP, and the City of Bartow 7.0 MGD Lime Softening WTP. In addition, Mr. Fox has served and currently serves as project manager on numerous water and wastewater continuing consulting contracts. Mr. Andrew T Woodcock M.B.A.. P.E., will provide financial services as needed for the City's projects. Mr. Woodcock, a senior project manager, has been providing professional consulting services to municipal water, wastewater, reclaimed water and Stormwater utilities ] 5 years. Mr. Woodcock has a broad range of experience with municipal utility systems including debt issuance support; capital financing analyses; strategic planning, assisting with rate and regulatory matters, and instituting financial mechanisms to provide for sufficient recovery of operating and capital costs. Additionally, Mr. Woodcock has an extensive background pertaining to the preparation, presentation and implementation of capital financing plans, feasibility studies, rate studies, assessment programs, utility valuations and acquisitions, and cost of service studies. He has special expertise in utility rate analyses, valuations, and financial feasibility analyses associated with the issuance of revenue bonds, impact fees and business/capital financing plans. Mr. William D. Musser. P.E.. P.H. will serve as Project Manager for projects assigned. He has a broad range of design, permitting and management experience in both public and private civil engineering projects throughout the State of Florida. H is statewide experience spans over 60 cities and over 40 counties including: roadways (from local, rural sections to urban, arterial sections); storm water master drainage systems; mitigation areas; commercial, industrial and residential developments; utility systems (water mains, force mains, gravity sanitary sewer systems, and reuse mains); theme park projects; and numerous site plans. Mr. Musser has acted in the role of City Engineer or County Engineer for over a dozen communities statewide. Mr. Roderick K. Cashe. P.E. will provide civil and storm water services for assignments under this contract. As a project manager and designer with over ] 7 years of statewide experience within over 30-counties, he has developed extensive experience in land development site engineering; design, permitting and construction administration of storm water management systems; and the analysis and design of public utilities, reinforced concrete structures, and traffic operation systems. In addition to this diversified design experience, Mr. Cashe also has extensive computer modeling experience and capabilities in a wide range of software applications. He has utilized numerous stormwater management, hydrologic, hydraulic, closed conduit network models, and traffic analysis models. As a senior engineer, Mr. Cashe has assisted communities across Florida with site plan reviews, participation in the DRC process, and representation at Council and Commission meetings.
