<br />done within 24 hours after the all-clear has been given when the storm has subsided. There are some penalties <br />for not having your forces mobilized in a timely manner, and you have 24 hours to be 50% mobilized, and after <br />48 hours you need to be 100% mobilized. This is the basis for your proposal and the amount of crews and <br />personnel that you assigned as being necessary to perform this work within 30 days. The goal is to make sure <br />that whoever the contractor is for this project is going to show up in a timely manner, and get the work done <br />very quickly because this community is very concerned about making sure that everything is cleaned up and it <br />can never be too quick. If you do anything faster than these time limitations, that is even better. <br /> <br />Disposal Location: In this proposal, the disposal location is listed as the North Dade Facility which is about 16 <br />miles away, and the goal is to have that be your primary disposal facility but if there are any obstacles in <br />disposing the debris directly to that facility then that is something that we will work with the winning <br />contractor if the need should arise. There is no temporary site for debris, storage and reduction on this island, <br />they are too close to the proximity of publicly traveled areas, and condominiums, and residential areas, so there <br />is nothing available on the island for that activity. The only spot available on the island would be, should the <br />need arise to store construction and demolition debris temporarily because there is no reduction involved, is a <br />site just north of the William Lehman Causeway that will be available if there needs to be a residential drop off <br />area or a temporary construction and demolition site, otherwise the clearing is done when you are actually <br />picking up and removing the debris. In the past it has been chipped behind the truck with a chipper trailer and <br />right into the bed and taken as mulch to the disposal facility. Basically, the optimal way if it is not a large <br />event storm is to chip as you go and take that debris to disposal at the North Dade Facility. The City is in a <br />negotiations with the County to look into utilizing one of their temporary storage sites, if they activate one after <br />a disaster, to have an alternate for a place to take debris should something be wrong with the landfills, if you <br />can't get into them, if the lines are three hours long, if there is a lot of debris and the quantities cannot be <br />handled. As of now, the goal is to take it straight from the City either vegetative or mulch, preferably mulch, to <br />a landfill directly. In the past Public Works has cleared the Park areas but you may be asked to assist with <br />those should the need arise in the Parks and the facilities debris of surrounding buildings such as this but that is <br />not directly in the scope of this RFP as the primary debris removal location. <br /> <br />Conversion Factors: There are conversion factors from cubic yards to tons that are based on the new FEMA <br />Guidelines. Last year in 2007 they revamped their conversion factors to what they think the different types of <br />debris weigh, they classified debris as hard woods and soft woods and in the past the ratio has been 8 to I. <br />That is no longer what FEMA is using, so that will be a standard that the monitoring company will be looking <br />at if you base your debris on cubic yardage and you are paid on a cubic yardage basis, there will be a <br />comparison done with the disposal weight from the disposal tickets to make sure that everything is in line with <br />the load calls the monitoring company will perform out in the field for you, so those rates have changed. <br /> <br />In the stump conversion table, there is a line item in the proposal for leaners and hangars for you to bid on per <br />tree and there is also a stump line item per the size of the stump. Make sure that you are aware of anything in <br />the public right-of-way that is in the City's jurisdiction that you remove as a stump, less than 24-inches will be <br />based on a cubic yardage rate which there is a conversion table (it incorrectly says page 45 but it is on page <br />44), that any stumps that private property owners bring to the curb are eligible on a per cubic yard basis. They <br />are on a conversion chart rate to a cubic yard, so only the stumps that are the responsibility of the City directly <br />will be eligible on the 24-inch and up scale that you are bidding on in this proposal. <br /> <br />We are asking that you bid on a cubic yardage basis and a tonnage basis.
