<br />segregated by either a separate invoice or separate line items because that is something the City <br />will have to track because they will have to go to two different funding program for the money. <br />So tracking first pass through a community whether it is on a Federal aid road or on a non- <br />Federal aid road is very important so the load tickets in the past have not had enough detail. <br />Load tickets will be very detailed, will be legible at the site where the monitor is looking at them <br />and fully filled out so we won't be having any problems with that. The invoicing needs to <br />clearly reflect exactly what type of roadway, if it is a first pass or second pass, and with all the <br />supporting documentation, all in a line, all at once given to the City so they can make sure they <br />have everything on file and they are not missing any documentation from any vendors. <br /> <br />12. Do you want us to provide the actual load tickets? <br />Solid Resources, Inc. is the monitoring firm, so we have tickets to do that. <br /> <br />13. As far as permitting, Dade County requires that in order to haul any solid waste material, each vehicle <br />would have to be permitted by Dade County? <br />We know that in the past that has not been enforced because there are vendors coming from all <br />over the country and they are utilizing some local resources and some not. We haven't seen a <br />certification process that the trucks have gotten permitted or certified from the County to go to <br />their landfills. <br /> <br />14. Appliances were lumped in with construction C&D, does that include our responsibility? <br />Yes, it should be included in your bid response. You would look at that more as a per unit type <br />of price on the appliances themselves and the Freon would need to be removed. <br /> <br />15. Can we get a little more clarification with your evaluation, is it just price basically? <br />No. This community is interested in quality. We recently passed an Ordinance that even <br />further solidifies our ability to get the right company, not necessarily the cheapest company. <br />We will do extensive background checks, reference checks. What we are going to do is go with <br />the firm that is going to come in here, do the job, do it right, do it according to the standards. <br />Price is only a factor, not the sole determining factor, in selecting the bidder. The City will <br />choose the lowest responsible, responsive bidder, which is not necessarily the lowest dollars and <br />cents bidder. <br /> <br />16. Is the City permitted to utilize the Miami-Dade County facilities to dispose of the debris? <br />Just one on the north end, and the question arose at our meeting with the County last week as to <br />whether or not we have an Interlocal agreement with them, and we are going to try to find out a <br />much smaller area relative to the whole community. <br /> <br />17. Does the debris removal services also include condominium facilities? <br />What we are working on is the roadways, the rights-of-way, we are contracting to take care of <br />the rights-of-way. In the RFP it mentions that all the condominiums to the east side of AlA all <br />have contracted private debris removal and garbage haulers and so the City nor the County <br />touches anything of any of the facilities to the east. So, the right-of-way right along that road, <br />but nothing further than that. There are a couple of other islands that have condominiums <br />only, they don't even go there. The City is under agreement with Miami-Dade County, the <br />County actually provides their regular yard and garbage service, year around to the residential <br />communities including the one gated community and the residential community to the north. <br /> <br />08-07-01 Addendum No.1 Prebid l\linutes.doc <br /> <br />Page 6 of 7 <br />
