<br />Thank you for the opportunity to submit our proposal for Emergency Debris Clearing and Removal Operations for
<br />the City of Sunny Isles Beach, Florida. We have thoroughly reviewed the proposal requirements, terms and
<br />conditions, specifications and requested scope of services. We hereby confirm that we have the understanding,
<br />competence and experience base to successfully complete all elements of the required scope of work in a complete,
<br />efficient, safe and timely manner for the City. With AshBritt's strong history in disaster response and recovery
<br />services, we are confident that we can fulfill and surpass the expectations and needs of the City. We hope, by this
<br />proposal, to show that beyond an experienced, responsive and cost-effective contractor, we are a true partner who

<br />Furthermore, we want to stress upfront the criticality of pre-planning, expeditious mobilization and response, and
<br />financial responsibility for any disaster event response and recovery. The foundation of these core activities is
<br />communication, coordination, relationships and commitment. AshBritt, as a long-standing disaster recovery firm,
<br />has cultivated these values and engaged in sound business practices to ensure future successful recovery efforts and
<br />minimal risk for all of our clients. We continually strive'to improve and maintain our financial position to offer our
<br />clients the needed economic support often required at the onset of major recovery events. Moreover, as a "bona
<br />fide" South Florida firm, we are uniquely positioned to deliver for the City of Sunny Isles Beach more rapid, sound
<br />and comprehensive solutions than all of our competition. Simply, our proximity, local knowledge and network of
<br />resources, coupled with our vast operations and technical assistance experience sets us as apart.

<br />We present herein our strong experience record and our sound financial standing. Moreover, we illustrate our
<br />current sufficient and qualified resource base, including equipment assets, materials, industry partners, technological
<br />facility and expert personnel. For over fifteen years, the foundation of our approach and delivery has been our
<br />skilled, educated and broadly experienced employees and consultants. Our principals, staff and consultant partners
<br />have well over I 50 years of combined disaster management and recovery operations experience-Qn both large and
<br />small scale projects. Most importantly, they posses broad, practical experience with the principles, rules, and
<br />regulations of federal, state and local disaster reimbursement procedures, including in-depth knowledge of current
<br />Federal Emergency Management Agency (FEMA) guidelines. They are also broadly familiar with the procedures
<br />for other important funding sources and programs related to disaster recovery, such as the Federal Highway
<br />Administration Emergency Relief Program and the Natural Resources Conservation Service Grant Program.

<br />AshBritt has relied on our management expertise and experience to successfully assist in over eighty major recovery
<br />missions nationwide since Hurricane Andrew. These missions have included ice storms, tornadoes, floods, and
<br />tropical storms, in addition to hurricanes. Most recently, and significantly, AshBritt was the Initial Response
<br />contractor for the U.S. Army Corps of Engineers (USACE) in both Louisiana and Mississippi for Hurricane Katrina.
<br />Ultimately, AshBritt was the USACE's Prime Contractor for debris removal and management in Mississippi, the
<br />largest debris mission by a single company in U.S. history.

<br />For this massive mission, we collected and disposed of over 21 million cubic yards of vegetative debris and
<br />wreckage over sixteen jurisdictions, employing greater than 1,200 subcontractors and 500 supervisory, quality
<br />control, safety and administrative personnel. Additionally, we managed and processed over 1 million project
<br />transactions (i.e., truck certifications, load tickets, ROE worksheets, etc.) with our proprietary Debris Information
<br />Management System (DIMS). What's more, for this mission, we achieved a remarkable safety record, maintaining
