AshBritt representatives were on site prior to landfall and participated in response planning <br />before and during the storm. After the event, AshBritt immediately began providing recovery services including, <br />emergency clearance, vegetative & mixed debris collection, development and operation of temporary disposal sites, <br />debris reduction by burning, grinding and compaction, final disposal of processed debris, technical assistance with <br />regard to the federal Public Assistance Program and the FHW A Emergency Relief(ER) Program. <br /> <br />Moreover, we worked closely with the County's monitoring firms, R. W. Beck to ensure a coordinated and efficient <br />response. Through field testing, we were able to create cross-systems with the monitoring firm to ensure accurate data <br />and billing processes. These ultimately resulted in thorough audit quality data and full reimbursement of eligible <br />expenses for the County. Specifically, a significant number of man hours went into the proper segregation of eligible <br />debris collection on both County and Federal Aid roads, as the definitions of these roads changed several times <br />throughout the course of the recovery. Through collaboration with R WB, our conversance with the ER program, and <br />our strong tracking systems we were able to properly account for all project debris collection and disposal. <br /> <br />We were able to further enhance our proprietary documentation and tracking systems, owing to client (and monitoring <br />contractor) requests for standardized reporting. This would later serve us well during our USACE Hurricane Katrina <br />mission. We also successfully completed several related, separate waterway debris removal projects for the County. <br />What's more, we assisted through donation and through labor with the restoration and construction of several baseball <br />fields, adjacent to one of our temporary sites to show our expanded support and commitment to getting the community <br />back to normalcy. <br /> <br />A particular challenge was that owing to the significant impact to Escambia County, initially the majority of the <br />subcontractors that AshBritt utilized were not from Escambia County. As Escambia County residents started to recover, <br />the County received requests from local subcontractors to assist AshBritt with the operations. AshBritt met with each <br />local subcontractor, provided them with an overview of our operation and hired over 95% of the subcontractors that we <br />met with. Local subcontractors are critical to any successful recovery effort.
