AshBritt
was pre-planning with the County before the storm made landfall. Once activated, we were present in the County EOC
within hours. We not only managed the debris mission, which included assistance with the push, ROW segregation,
collection and hauling, site construction and management, as well as final disposal and technical assistance with the
Federal P A program and the FHW A ER, we also performed hazmat spill response and power support, as the project had
the unforeseen event of petroleum discharges. Although this is not a typical occurrence in a disaster recovery, through
our extensive network of subcontractors we were able to immediately aid Collier County in preventing a large
environmental problem. Our solution of having subcontractor agreements signed before an event with a variety of
different skill sets allows us to correct and remediate any problems that arise.

o

Specifically, in Collier we successfully partnered with WRS, Inc., a Tampa based environmental firm, to cleanup a total
of four petroleum discharges caused by storm debris. This included initial remedial actions, remedial action plans,
contaminated soil excavation removal, transportation and lawful disposal, as well as groundwater monitoring and site
restoration. Furthermore, we were able to meet the County's operational goal of substantially completing the ROW
debris mission by year end 2005, and of not using their landfill to dispose of reduced vegetative and C&D debris All
debris was diverted to out-of-county facilities, a large share being utilized at a nearby co-generation plant with which
we have an exclusive agreement. We also were able to implement our pilot GIS debris collection tracking module and
plan for our CMS service design offering.

This project had an approximate value of$24 million.

Collier County Project Statistics
Category
Subcontractors 19
Total Trucks (Collection) 614
Total Trucks (Disposal) 216
Total Cubic Yardaqe 1,277,997
White Goods 650
TDSRS Sites 6
FDS Sites 11
Total Tickets 34,143

Contact Info:
Daniel Rodriguez, Solid Waste Management Dept.
p (239) 732-2508 f (239) 732-2508
Email: DanRodriguez@colliergov.net
3301 E.
