<br />o <br /> <br />o <br /> <br />o <br /> <br />- <br /> <br />Project Understanding & General Sequence <br /> <br />As established by the City of Sunny Isles Beach's request for proposal for emergency debris removal, it is clear an <br />important component of the City's proactive debris management approach and plan is to enter into a pre-event <br />agreement with a qualified and experienced debris removal contractor should an event strike the City that is beyond its <br />singular capabilities and wherewithal to handle. Through such an agreement, the City will bear no immediate cost, but <br />will be ensured of the availability of the vital resources necessary in the aftermath of any unwieldy disaster recovery. <br />Following a disaster event, AshBritt's role as the primary recovery contractor would be to serve as an extension to the <br />City so it is better prepared to restore public services expeditiously and efficiently. Our role will also be to ensure the <br />utmost public health and safety of the residents and recovery workers in the aftermath of any disaster. <br /> <br />Our objective, then, for the City of Sunny Isles Beach is to supply the resources, assets and manpower to efficiently <br />remove large volumes of disaster-generated debris from the affected area in a methodical, timely and cost-effective <br />manner. This includes safely and lawfully disposing of all such debris, in the end restoring City property that was <br />damaged as a result of the disaster to the greatest extent practicable. We will be responsible for assembling, directing, <br />and managing a qualified and dedicated work force within the City that will undertake all debris management operations <br />as tasked until full completion of debris removal, disposition, and utilized resource restoration (i.e., temporary debris <br />management sites or other work sites, including contractor induced infrastructure damage to public or private property). <br /> <br />This objective is ultimately targeted toward the overall goal of "eligible debris work", which is work that serves the <br />public interest within the borders of the City and declared disaster area. To satisfy the concept of "public interest" all <br />eligible debris work, in an overall sense, must: I) eliminate immediate threats to life, public health and safety; 2) <br />eliminate immediate threats of significant damage to improved public or private property; 3) ensure economic recovery <br />of the affected community/area to the benefit of the community-at-Iarge; or 4) mitigate the risk to life and property by <br />removing substantially damaged structures and associated appurtenances as needed to convert property acquired <br />through a FEMA hazard mitigation program to uses compatible with open space, recreation, or wetlands management <br />practices. <br /> <br />More specifically, with respects to actual debris removal, we must comply with the following criteria: I) all debris that <br />we collect must have been generated by the declared disaster event (and approved by the City); 2) all debris must be <br />located within the designated disaster area (City borders) on City improved property or rights-of-way; or 3) the debris is <br />the legal responsibility of the City (usually established by City ordinances, codes or by-laws). Ash Britt will not under <br />any circumstances willfully remove ineligible debris. We will make a concerted effort through our planning stages and <br />routine meetings with City, designated monitoring firm, and/or FEMA representatives to clearly delineate debris <br />eligibility throughout the course of the debris cleanup. If ineligible debris is inadvertently collected and hauled, all <br />necessary actions to remedy the occurrence will be taken and such loads will not be billed to the City. <br /> <br />To most effectively assist and serve the City in the aftermath of a major disaster, whether natural or man-made, Ash Britt <br />will provide all the necessary supervision, labor, and equipment to remove, reduce (via grinding, burning, compaction <br />or recycling) and haul mixed debris to an approved recycling and disposal site or sites designated, managed, and <br />operated by us or by the City (or assigned agent) or some other government agency. AshBritt will locate, develop and <br />operate temporary debris staging and reduction sites (TDSRS) for the purposes of debris management, as deemed <br />necessary for an orderly, cost-effective and expeditious recovery. As such, we will mobilize all equipment and materials <br />to effectively manage, operate and close-out (reclaim to pre-use condition) all mixed debris management sites City- <br />wide, including all burn operations (if applicable). In the course of managing these sites, we will be responsible for all <br />necessary traffic control, weighing, measuring, reduction, recycling, and all other necessary functions for the operation <br />of the site or sites through close-out of each. We will acquire all necessary land-use and environmental permitting to <br />operate TDSRS. These are specifically identified later in our proposal. <br /> <br />In general, under an official Notice-to-Proceed by the City, AshBritt's work will typically consist of clearing and <br />removing any and all "eligible" debris as defined by Federal Emergency Management Agency (FEMA) Publication <br />325-Debris Management Guide, all applicable state and federal Disaster Specific Guidance and policies, and as directed <br />by the City Debris Manger (COM) or appointed agent(s). Our scope of functions will include: I) examining debris to <br />detennine whether or not debris is eligible (under the guidance of the City or contracted agent), burnable or non <br />burnable, 2) segregated and loading the debris with rubber-tired mechanical loading equipment, 3) hauling the debris to <br />an approved TDSRS or landfill(s) for self-unloading, 4) reducing the debris (via grinding, compaction or burning), 5) <br />hauling the debris to a City approved disposal facility, and 6) lawfully dumping the debris at the dumpsite or landfill. <br />Debris not defined as eligible by FEMA Publication 325-DMG or state or federal disaster specific guidance or policies <br />will not be loaded, hauled, or dumped under the standing contract unless written instructions are given to AshBritt <br /> <br />AshBritl, Inc.
