<br />It will be AshBritt's responsibility to load, transport, reduce, and properly dispose of any and all disaster generated
<br />debris which was the result of the declared event under which we were issued a Notice-to-Proceed, unless otherwise
<br />directed in writing by the City Debris Manager. This will include but not be limited to:
<br />
<br />Vegetative Debris
<br />I. Damaged and disturbed trees, tree limbs, bushes, shrubs, brush untreated lumber and wood products.
<br />2. Remains of standing trees which are clearly damaged beyond salvage.
<br />
<br />Construction and Demolition (C&D) Debris
<br />I. Building materials, including wood structural members, concrete blocks, window glass, structural siding, and
<br />roofing materials including shingles or metal roofing panels.
<br />2. Household debris, consisting of damaged furniture and appliances, flooring materials and the like.
<br />3. Treated timber, plastic, rubber products, sheet rock, cloth items and carpeting materials.
<br />4. Metal Debris - Various thicknesses of corrugated metal and other thin sheet metal products.

<br />AshBritt, in accord with federal regulations, will to the greatest extent practicable utilize resources located within the
<br />disaster area, including but not limited to, procuring supplies and equipment, and awarding subcontracts and employing
<br />qualified individuals. More detailed information regarding our commitment to local subcontractors and individuals was
<br />discussed in the previous section.

<br />The working hours of the project will be Monday through Sunday, seven days per week, twelve hours per day (or
<br />during daylight hours or as otherwise directed by the City). AshBritt crews will not perform work outside these hours
<br />unless approved in advance for some extenuating circumstances by the City. Furthermore, we will not use any certified
<br />project equipment for private work during work hours, nor will our personnel solicit work from private citizens or
<br />others during the course of our recovery work.
<br />
<br />As with all federally declared and funded disaster events, recovery time is of the essence. As such, AshBritt will
<br />assemble and manage resources and manpower sufficient to complete debris removal and disposal operations within a
<br />maximum of 60 to 280 days, depending on the nature and size of the event.
<br />
<br />The following summary list delineates the primary values and minimum services, scope of services, actions and
<br />standards that Ash Britt will provide to ensure the most expeditious, comprehensive and beneficial disaster response and
<br />recovery for the City of Sunny Isles Beach. We hope this list further illustrates our broad understanding of the many
<br />facets that comprise successful debris management services to best serve the public interest. Our in-depth knowledge
<br />and understanding of complex debris removal and disposal projects are further illustrated throughout this proposal.
<br />Most of the specific, detailed functions as laid out in City's scope of services are acknowledged in here.

<br />Engage and participate in annual pre-event planning, preparation and training endeavors with City to include:
<br />. Review, critique and renewal of Debris Management Plans and Emergency Response Plans;
<br />. Locate, assess, secure and/or re-assess and re-visit debris management sites;
<br />· Engage for commitment local subcontractors and suppliers for efficient first response;
<br />. Inform of and review Public Assistance grant program changes that may affect the City;
<br />. Review new technology, innovation and administrative procedures; and
<br />. Strategic staging of vital recovery assets to ensure the most effective mobilization.
<br />Rapid mobilization and supply of vital communication and command center resources.
<br />Initial damage assessment and safety inspection assistance through ground and aerial support, utilizing current
<br />GIS technologies (vehicle "windshield" surveys, helicopter and airplane flyovers-corporate craft).
<br />Financial stability, security and underwriting for initial phase of the recovery to ensure the project progresses
<br />expeditiously and stays on target. Payment grace periods; expeditious payments of subcontractors.
<br />Proven standard operating procedures and trained, certified management personnel in the national Incident
<br />Command System standards and applicable OSHA and environmental standards.
<br />Screened, reputable and reliable subcontractors with long-standing relationships with AshBritt.
<br />Outreach, employment and assistance for local MBE/WBE/DBE and SBE.
<br />Reputable and reliable teaming partners; standby agreements and pre-event contracts.
<br />Provide all permits for debris collection activities, for temporary debris sites and for the hazardous materials
<br />containment, clean-up, removal, transportation, storage, testing, treatment and disposal.
