Hand loading of equipment will not be allowed unless <br />expressly approved by the City (under special circumstances). <br />Proper and adequate coordination and collaboration with other contractors, government agencies, volunteer <br />entities and utilities simultaneously performing in the affected area. <br />Debris separation and segregation at work sites (curb, etc.) and at temporary staging areas. <br />Household hazardous waste segregation, collection, processing and disposal (as required). <br />Debris removal from drainage ditches, waterways and canals, and additional marine work as required. <br />Assistance in identifYing, evaluating and selecting temporary debris staging and processing sites. <br />Construction, management, operations, maintenance and safety measures oftemporary debris reduction sites <br />(TORS). Include all supervisory and safety personnel. <br />Debris acceptance, processing, reduction, recycling, compaction and incineration at TDSRS. Construction of <br />hazardous materials containment area, management and disposal. <br />Provision of certified scales at TDSRS for monitoring of truck/load weight capacity, as applicable. <br />Assistance and coordination of citizen drop sites, and clearing and restoration of sites, as permitted. <br />Restoration and remediation of all staging areas, work areas and temporary sites to pre-use condition. <br />Hazardous tree and stump work, including tree trimming, tree topping, tree removal, stump excavation, grubbing, <br />grinding, clearing, hauling and disposal. Supply of suitable fill material and sod where applicable. <br />Removal of sand from streets and public ROW; screening and returning clean sand to designated areas or beaches. <br />Hazardous waste spills remediation and reporting (as applicable). <br />Debris removal from private property and assistance with the implementation and administration ofa Right-of- <br />Entry program, as applicable. Assistance with reports for insurance claims for public property. <br />Demolition of condemned structures/buildings that pose a threat to public health and safety, and removal and <br />lawful disposal of attendant debris. <br />Supply all qualified project management and personnel to meet highest standards of: Quality Control; Safety <br />Control; Environmental Control; Traffic Control; maximization of safe operations and minimization of noise and <br />dust pollution or other disruptions to the local environment. <br />Prudent consideration and application of measures for Environmental and Historic Preservation issues related to <br />recovery actions, all in accordance with federal and local statute. <br />Environmental damage assessments and recommendations for remediation. <br />Certification and training of all subcontractors and teaming partners, as necessary to ensure professional, safe <br />workforce; minimum of one year experience for all recovery personnel. <br />A safe, healthy and drug free work environment, with equal employment opportunities. <br />Provide all documentation and all audit quality reporting and tracking of all project activities, including all <br />applicable photographs and GPS coordinates. <br />Invoice in a timely, clear and logical manner, providing resolutions of discrepancies within five days. <br />Greatest possible protection and preservation of all existing infrastructure, structures and personal property within <br />the work area not specifically damaged during the disaster. Due diligence in identifYing such damage. <br />Timely response and resolution of all resident and public complaints and claims related to debris operations and <br />damages caused at work sites. Make all repairs or settlements as necessary in the timeliest fashion. <br />Provide resolution of discrepancies in service within twenty-four (24) hours notification by City. <br />Public relations and information dissemination assistance as required by the City. Demonstrate clearly for all <br />stakeholders and the public the recovery project is progressing rapidly and effectively with the City's and its <br />resident's best interest in mind. <br />Additional emergency response and recovery services (ancillary services) as delineated in the Additional Support <br />Services discussion in this section. <br />Dedicated administrative close-out to ensure full project reimbursement.
