<br />o <br /> <br />o <br /> <br />o <br /> <br />Services & Operations: Detailed Methods <br /> <br />The following discussion illustrates the general methods and technical approach of our disaster response and recovery <br />services. Brief explanations and experience statements are included where applicable. Ash Britt is uniquely qualified and <br />experienced to provide the City of Sunny Isles Beach with all of these services, as well as other more specialized <br />services, as outlined in the subsequent narrative, Additional Support Services. As touched upon, AshBritt maintains <br />comprehensive Quality Control, Safety & Health and Special Environmental Control Plans, along with customized <br />training programs. Documentation from our comprehensive plans is available upon request. Each of our plans and all of <br />our operating procedures has at its core the underlying principals of communication, coordination and cooperation, with <br />the overall goal of an expeditious, safe and cost-effective recovery. These are the keynotes to successful emergency <br />disaster response and recovery. <br /> <br />All of our services and operations comply strictly to the Occupational Safety and Health Administration (OSHA) and <br />Environmental Protective Agency (EPA) rules, regulations and requirements for maintaining a safe and environmentally <br />responsible work site. Further, we ensure that all recovery work is performed and documented in conformity with all <br />established Federal Emergency Management Agency (FEMA), Florida Department of Emergency Management <br />(FDEM), Federal Highway Administration (FHW A), and all other applicable federal, state and local authority <br />guidelines for debris removal eligibility requirements. <br /> <br />Generally, debris that may be eligible for clearance and removal includes: trees, other vegetative debris, sand and <br />gravel, building wreckage, vehicles, vessels, personal property, and others. To be eligible for FEMA assistance, such <br />removal must be necessary to do one of the following: I) Eliminate immediate threats of life, public health, and safety; <br />or 2) Eliminate immediate threats of significant damage to improved public or private property; or 3) Ensure economic <br />recovery of the affected community to the benefit of the community-at-Iarge. AshBritt forces will only handle debris in <br />the areas duly designated by the City. <br /> <br />Lastly, as an important function of complying with state and local environmental and business regulations, Ash Britt will <br />secure all necessary licenses and permits applicable to the recovery work, and will conduct our operations in <br />coordination with all local agencies and authorities. Applicable licenses and permits may include: a general contractors <br />license, City business licenses, temporary land-use permits, land use variances, grading permits, waste processing <br />permits, recycling operations penn its, water and air quality penn its, fire department permits, traffic permits, hazardous <br />waste permits, coastal commission land-use permits, National Environmental Policy Act (NEPA) compliance permits, <br />as well as others. Overall, all of our operations, including all subcontracted work, will be completed in accordance with <br />all federal, state and local laws, as applicable. <br /> <br />Scope of Work Summaries <br /> <br />. I/litial Actions (Mobilization & Planning) <br />Generally, within hours following a disaster event, an Ash Britt senior manager and other key personnel will meet with <br />City appointed representatives. This meeting will serve as a valuable opportunity for City representatives and AshBritt <br />management to develop, beyond our pre-event strategies, a clear, specific approach to proceed with the recovery at hand <br />as efficiently, safely and cost-effectively as possible. <br /> <br />Specifically, the meeting will help to reinforce and establish, at a minimum, priorities for our scope of work, estimates <br />of resources to execute the recovery, priority areas for response and clean-up, confirmation of locations and site plans <br />for temporary disposal sites, proposed lines of communications, assignment of inspectors, specific work and safety rules <br />and hours of operation. Further, project submittals, periodic reporting, public relations guidance and planning for public <br />announcements and notices, as well as any review of applicable FEMA (and other) guidelines and regulations will be <br />discussed. <br /> <br />During this critical time, Ash Britt will make available our company aircraft, vehicles, personnel and other resources to <br />assist the City with their rapid needs and immediate damage assessment. Should there be a need Ash Britt will <br />coordinate the mobilization of emergency supplies and temporary shelter and facilities (described in further detail in the <br />following subsection). <br /> <br />. Emergency Road C1eara/lce (Push) <br />AshBritt will mobilize immediately to initiate and conduct, under a supplied plan, emergency road clearance of debris <br />("first push") from pre-specified primary transportation routes as soon as it is safe to enter work zones (generally, within <br />12 hours or sooner).
