<br />o <br /> <br />schools Mon-Fri between the hours of7:00 to 9:30 AM and I :30 to 3:00 PM. <br />. Care will be taken to ensure that debris does not hang over the vehicle sides or extend more that 24 inches above <br />the sides. Any such debris will be trimmed or removed prior to leaving the loading area. <br />. Debris weight distribution will be maintained during the loading process. <br />. When warranted by the debris stream, white goods crews may be deployed for the specific task of collecting all <br />eligible white good debris. <br /> <br />Private Contract Work <br />All employed crews, during any recovery in the City of Sunny Isles Beach, will be prohibited from soliciting or <br />accepting offers from citizens or others to conduct any private work within the designated work area. Under no <br />circumstances will crews be allowed to mix debris hauled for others with debris hauled under this contract. Any crews <br />found to be working for anyone other than AshBritt during the term of the contract will be immediately terminated and <br />a written deficiency report will be provided in a timely manner to the City DM, as necessary. <br /> <br />. Debris Hauling General Protocols <br />For vehicles and operators to safely and efficiently transport debris from the loading site (curbside or other) to the <br />temporary or permanent disposal site, off-load the debris and return to the debris loading site, AshBritt utilizes and <br />enforces, as needed, the following process: <br /> <br />Rules of the Road <br />Drivers are expected to abide by the rules of the road as follows: <br />. Ensure that debris is not hanging over the vehicle/trailer sides and does not extend more than 24" above the load <br />prior to leaving the loading site. <br />. Obey all traffic rules, posted and non-posted speed limits. <br />· Wear seat belts at all times. <br />. Follow routes that avoid schools and other congested areas. <br />· Use turn signals. <br />. Use headlights and fog lights in any low light environment. <br />. A void interstate highways if possible when transporting debris. <br />. Use extreme caution when entering and exiting the dumpsite, especially when merging with traffic. <br /> <br />o <br /> <br />DOT Temporary Orders <br />Historically, state DOT regulations are lifted or modified to allow for an expeditious response for equipment to be <br />mobilized into an affected area. <br />. If permit requirements have been lifted for vehicles participating in the recovery effort, review to ensure <br />compliance with emergency temporary orders (i.e., tarping ofloads, oversize signs, markings, flags, escorts) <br />. Insurance and safety requirements may NOT have been waived. <br />. Verify Maximum gross vehicle weight limit for vehicles with 5 weight bearing axles. <br />. Verify Maximum gross vehicle weight limit for vehicles with 4 weight bearing axles. <br />. Verify max Height/Width limit extensions. <br />. Verify DOT contact at the Permit Division for routing instructions. <br /> <br />Dumpsite Procedures <br />. Reduce speed to 10 MPH while at the dumpsite. <br />· Obey all signs and traffic control personnel. <br />. Approach the tower with caution. <br />. Stay in the vehicle except when opening/closing tailgate and/or operating boom. <br />. A void other traffic in the off-load area. <br />. Ensure that vehicle is on flat ground (+/- 5 degrees) and brake is engaged prior to raising the dump bed or <br />operating the boom. <br />· Do not exit vehicle with dump bed raised. <br />. Ensure that dump bed is lowered, tailgate is closed and/or boom is secured before exiting the off-load area. <br />· Follow signs to exit dumpsite. <br />· Approach the exit tower with caution. <br /> <br />o <br /> <br />. Debris Removalfrom Rights-of-Way and Public Property <br />Our primary or overwhelming objective for the City in the wake of a disaster-debris generating event will be the debris <br />collection and removal from the public rights-of-way (ROW) and other City property.
