For Hurricane Andrew, Ceres provided the U.S. Army Corps of Engineers with 25 new <br />chippers, along with 25 trucks and associated crews within 48 hours of contract award. The clients' <br />performance requirements were met or exceeded throughout the contracts and subsequently, available <br />contract extension options were utilized. <br /> <br />Ceres uses local "teaming partners" as well as strategically placed owned equipment staging and office <br />locations in Bonifay, FL; Palm Beach Gardens, FL; Houston, TX; and LaPlace, LA. Ceres can provide <br />significant equipment and staffing within 24 hours after storm subsidence. <br /> <br />Respected <br />National magazines, including Biocycle and Wood Waste Recycling, have featured Ceres' urban wood <br />waste recycling efforts and emergency debris management services. Ceres was also the honored <br />recipient of the Minnesota Governor's Certificate of Commendation in 1995 for our innovation in the tree <br />recycling industry. Our letters of commendation and high post project evaluations are numerous. <br /> <br />Capable <br />Ceres management is staffed by professionally trained individuals with more than 200 collective years of <br />experience in disaster recovery management. Ceres provides regular on-going training for field <br />employees as well as our professional staff. Ceres' superintendents carry the following certifications and <br />formal training: USACE certification for Quality Control; 30-hour Construction Safety accreditation; and <br />Hazwoper 40-hour training. Selected Superintendents also have training in asbestos and lead abatement. <br />Ceres also provides its employees with outside disaster response training through FEMA sponsored <br />courses. <br /> <br />The U.S. Army Corps of Engineers evaluated numerous offerors on their project management capabilities <br />and experience and selected Ceres for an award as an Advance Contract Initiative Disaster Debris <br />Management Contractor. <br /> <br />Safe <br /> <br />We take special care to minimize the risk of injury in the disaster area to both our workers and the general <br />public - safety first. It is the practice of Ceres to employ a full time Health and Safety Officer. The Health <br />and Safety Officer is responsible for overseeing Ceres' field Safety Officers who are experienced in <br />various aspects of safety compliance relative to construction activities, industrial hygiene, and traffic <br />safety. Safety Officers possess a variety of qualifications including: OSHA 10-hour and 30-hour training <br />certifications; First Aid and CPR; and Hazwoper 40-hour certifications. Ceres' full time field employees <br />have CPR/First Aid/AED training. <br /> <br />There were no lost time injuries during all of Ceres' 2005 temporary roofing operations with over 22,000 <br />roofs installed. And no lost time injuries occurred on any of our projects during all of Ceres' 2004 disaster <br />recovery operations across nineteen Florida counties, with over 1,000 workers in the field. <br /> <br />Ceres was recently named a recipient of the Million Work Hours Award for our superb safety record on <br />the Katrina Debris project for the U.S. Army Corps of Engineers. This award, along with other awards and <br />evaluations, can be found in Section C.2 Evaluations. <br /> <br />FEMA Knowledgeable <br />Ceres has more than 16 years of successful FEMA-reimbursed disaster work. Ceres' management staff <br />has a long tenure with strong expertise in FEMA requirements for documentation, eligibility, general rules <br />compliance, and methodologies. <br /> <br />Ceres has individuals on staff with past FEMA experience, and augments the experience of these <br />individuals with certified FEMA training classes for its general management. Ceres has assisted <br />numerous clients during the post-disaster reimbursement application process, and our clients have never <br />been denied reimbursement for Ceres' work. For example, two years after one particular project was <br />completed, FEMA conducted an audit of a City where the City was unable to provide complete truck <br />certification logs. FEMA indicated that due to the missing truck documentation, they intended to take a <br />reimbursement reduction from the City in excess of $1,000,000. When the City notified Ceres about this <br />matter, Ceres was able to assist the City and provide all the missing information from its well-organized <br />records; the City subsequently received all of its eligible reimbursement without any reduction. <br /> <br />Cg.B~S <br /> <br />Tab B.
