Additionally, after each disaster recovery project, we go through a complete performance <br />evaluation of each subcontractor that worked on the project. <br /> <br />The group of subcontractors from which we intend to draw for the completion of this contract has <br />successfully performed similar work on many different events. This includes work on Hurricanes Katrina, <br />Rita, Wilma, Ivan, Frances, Floyd, and Andrew; ice storm recovery work on projects in Kansas, Missouri, <br />New York, and Oklahoma; tornado recovery work in Alabama, Missouri, and Tennessee; and disaster <br />recovery work following the 911 terrorist attacks on the World Trade Center in New York City. The <br />subcontractors are grouped in Response Regions 1 through 4, based on distance from the City's service <br />area and will be illustrated in greater detail in Section D.3 Subcontracting Plan. <br /> <br />It is our intention to employ the subcontractors who are best qualified and meet both the City's and Ceres' <br />standards for completion of this contract. All subcontractors to be selected have been screened through <br />the Excluded Parties List System and only those shown to have no history on the list will be chosen for <br />this project. <br /> <br />EXPERIENCE <br />Ceres has performed disaster recovery work on more than 68 FEMA-reimbursed contracts in excess of <br />$700M in value, and has been repeatedly selected by federal and local government agencies for pre- <br />event emergency response contracts. Ceres has performed emergency work contracts of less than <br />$25,000 and up to $500M. Our clients have provided excellent references based on their satisfaction with <br />our work. Our experience makes us a superb choice for cities and counties that need the security of a <br />proven company. As further confirmation of our abilities, Ceres has frequently been selected through an <br />RFP process for large demolition and construction projects contracted by the U.S. Air Force, Navy, and <br />Army. <br /> <br />Our expertise in large construction projects also provides us with the managerial expertise necessary to <br />organize and perform major public projects such as disaster cleanup. Ceres has performed superbly in <br />construction projects ranging from a large park in Puerto Rico with athletic fields and 30 structures, to 0 <br />levee repair work, to renovation of an underground park in Kentucky. This history exhibits the technical <br />expertise that ensures all of our customers are pleased with their selection of Ceres. Section C.1 lists <br />reference information depicting Ceres' experience of performing large-scale disaster response services <br />during the last five years. <br /> <br />QUALITIES AND ATTRIBUTES <br />The competencies listed above provide Ceres with a decided advantage in the industry - the ability to <br />perform regardless of the size or scope of the event. Capable <br /> <br />Reliability <br /> <br />In 1997, Ceres was non-competitively selected by the United States Air Force for an emergency <br />demolition project at Thule Air Base, Greenland, located 700 miles from the North Pole. This difficult <br />demolition project consisted of a large, severely damaged building that was in imminent danger of <br />collapsing on a critical Early Warning Radar station protecting the U.S. East Coast. Unique project <br />challenges included air lifting a 70,000 pound piece of specialized demolition equipment to Greenland <br />and performing the work during October where limited daylight, severe cold, and the ever present danger <br />of strong winds exiting off the Greenland glacier in excess of 200 mph added to its complexity. Ceres was <br />given an outstanding rating for its performance on this project. <br /> <br />Responsiveness <br />Over the years, Ceres has developed and refined its ability for rapid response mobilizations. For example, <br />in Jefferson Parish, LA, Ceres hauled more than 45,000 cubic yards on the first day of operation; in 0 <br />Kansas City, MO, more than 200 trucks were hauling within 72 hours of contract award; in Florida's <br />Operation Blue Roof, Ceres had more than 180 roofers installing temporary roofs within 72 hours of <br />CERES Tab B.
