<br />o <br /> <br />o <br /> <br />o <br /> <br />For our Jefferson Parish, LA, Hurricane Katrina response, Ceres provided total life support for more than <br />400 people, and subcontractor fueling services for enough equipment to move 70,OOOCY of debris per <br />day. <br /> <br />SUBCONTRACTORS <br />Ceres maintains a large database of screened and qualified subcontractors, including local vendors and <br />preferred vendors. Our subcontractors have been evaluated on many levels, including past performance, <br />equipment and personnel availability, mobilization timeframes, insurance, and cost. We always strive to <br />employ qualified local labor to boost the economy in the areas where we work. It is the intention, policy, <br />and practice of Ceres to utilize local subcontract services in the performance of the proposed contract to <br />the maximum extent possible. In the emergency disaster response and recovery activities carried out by <br />the contract, preference will be given to the extent feasible and practicable to those organizations, firms, <br />and individuals residing or doing business primarily in the area affected by such major disaster or <br />emergency. We recognize the advantages obtainable by utilizing other responsible and experienced firms <br />who are capable of furnishing specialty services and products of high quality. First priority will be given to <br />those subcontractors who are from or do business in the surrounding area. During our USACE contracted <br />disaster relief response in the state of Louisiana following Hurricane Katrina FY 05/06, local contractors <br />were paid 55.9% of the total dollars. <br /> <br />It is the objective of Ceres Environmental Services, Inc. to perform all work associated with this contract in <br />an efficient and safe manner through the effective administration and management of our equipment, <br />personnel, subcontractors, and suppliers. In accordance with Ceres Corporate policies and programs, it is <br />our intention and practice to use, to the maximum extent possible, Local and other Small Businesses (SB) <br />as well as HUBZone, Veteran-Owned (VOSB), Service Disabled Veteran-Owned (SDVOSB), Small <br />Disadvantaged (SDB), Women-Owned (WOSB), Historically Black Colleges and Universities (HBCU), <br />and Minority Institutions (MI) for the provision of equipment, labor, services, and supplies. In our most <br />recent reporting on our federal contracts, we exceeded our goals in each of the applicable categories. <br />This report shows that Ceres paid Small Business Concerns 75.6% of the total dollars, with 12.0% going <br />to SDBs, 13% to WOSBs, 3.3% to HUBZone SBs, 11 % to VOSBs, and 9.5% to SDVOSBs. <br /> <br />In addition to technical and field work that can be subcontracted with this contract, Ceres will make every <br />effort to identify and utilize SB's, SDB's, HBCU's, and Ml's for supplies and services including but not <br />limited to the following: office and temporary housing service, cleaning and supplies, housekeeping <br />services, laboratory supplies and services, safeguarding and security services, and other supplies and <br />services not typically identified for subcontract opportunities to targeted firms. Additionally, large business <br />concerns shall be counseled on the identification, evaluation, solicitation, and utilization of targeted <br />businesses within their scope of services. <br /> <br />Through the application of Ceres' proven capabilities relative to technical performance and contract <br />administration, it is our intent that the City be provided with the highest level of performance while still <br />achieving and executing our practice of capturing opportunities for these businesses while acquiring an <br />expanded base of qualified small businesses. In an effort to add to our already substantial list of qualified, <br />local subcontractors, Ceres has implemented additional solicitation efforts in reaching firms located or <br />doing business in the City's regional borders and the surrounding area. As a condition of the section on <br />Subcontracting, when changes are made to the subcontractor list, the City shall be provided with the <br />updated list. <br /> <br />While our database of screened and qualified subcontractors consists of over 8,044 firms from all across <br />the country, it is our intention to draw from a more select list of regionally based subcontractors to provide <br />the City with the highest level of performance, including rapid mobilization. Other firms that have shown <br />exemplary performance standards in previous disaster recovery efforts for our company are included in <br />this list. In achieving compliance with the requirements of this contract, the subcontractors submitted on <br />the following list have successfully completed similar work on other disaster recovery operations. While <br />the majority has worked directly for Ceres or our subcontractors, others have submitted their resumes that <br />outline their work history on other disaster recovery projects. In our subcontractor registration process, all <br />potential firms are required to take and pass tests designed to demonstrate their knowledge of the <br />disaster recovery process, including safety, knowledge of FEMA related topics, eligible debris, etc. After <br />careful scrutiny, the firms that meet our rigorous standards are added to our list of preferred <br /> <br />C~.B~S <br /> <br />Tab B.
