<br />o <br /> <br />o <br /> <br />o <br /> <br />DEBRIS MANAGEMENT OPERATIONS PLAN <br /> <br />PERSONAL INTRODUCTION, PLANNING, TRAINING, AND PREPARA TION NEEDS IDENTIFICA TION <br />PHASE <br />Within one week of contract award, the City will be offered the opportunity to schedule a personal visit by <br />a Ceres Project Manager. The purpose of this initial visit is the personal introduction of the key members <br />of each party's team, discussion of the planning, training, and disaster response preparedness needs of <br />the City from their own perspective, and a review of Ceres Debris Management Plan, from mobilization to <br />the Final Report. Tours of each of the sites identified for the following uses will be jointly conducted: <br /> <br />· Equipment Staging <br />· Temporary Debris Staging and Reduction <br />· Local Landfills Authorized for Final Disposal <br />· City/City Public Works Offices <br />· City/City Administration <br /> <br />It is expected that this initial meeting will require the better part of a normal workday. Discussion will <br />loosely follow a prepared script designed to address the critical elements of resource requirements and <br />knowledge base known to significantly enhance your City's level of disaster response preparedness. <br /> <br />This is step one in the strategic pre-positioning of the interpersonal knowledge of each of our (both <br />parties) teammates. Getting to know each other prior to an event is very important in maintaining a <br />seamless transition into an actual disaster recovery mission. <br /> <br />PLANNING AND TRAINING PHASE <br />Planning and training is available each year of the contract and may include some of the following <br />planning and training topics: <br /> <br />· Hurricane Debris Volume Estimation Using the U.S. Army Corps of Engineers Model <br />· The FEMA Paperwork Process: From IDA to PW and All Points In Between <br />· Measuring a TrucklTrailer the FEMA Way <br />· Load Tickets - Who Fills Out What and Why <br />· Stumps, Stumps, Stumps <br />· Determining Your Force Account Capabilities or When Willi Need Help <br />· FEMA Eligibility - What a "Good" Contractor Will Tell You <br /> <br />This creates further opportunities to develop the relationships between the City staff and Ceres personnel <br />that will help to assure a successful debris management operation, when required. <br /> <br />ALERT PHASE <br />Selected Ceres team members are subscribed to special weather advisories from several different <br />sources. Knowing this, you can rest assured that your partners at Ceres remain on constant alert to <br />changing weather patterns in the City's area. <br /> <br />Alert 1: Severe Nor'easters and Category I & II Hurricanes <br /> <br />When a Severe Nor'Easter, Ice Storm, or Category I or II Hurricane's "Cone of Influence" of Projected <br />Impact Area associated with the 3-dav forecast, begins to touch the Atlantic coastline, the Project <br />Manager assigned to the contract will commence his/her Alert 1 activities. <br /> <br />Alert 1 activity includes, but is not limited to: <br /> <br />. Calling and speaking with the previously announced representatives of the City, and exchanging the <br />most up-to-date contact information each has with the other. <br /> <br />.
