Accurate and thorough Dispatch Logs enable the identification of any potential <br />issues and the responsible party. <br /> <br />Prior to the assignment of sections to crews, each section/subdivision will be inspected by Ceres Field <br />Personnel to ascertain the optimal crew configuration/type (Self Loader, Wheeled Loader with Dump <br />Trucks, High Capacity Trailers, or other combinations of equipment). Classification of sections maximizes <br />production and minimizes potential damage to property. Additionally, all supervisors will conduct weekly <br />toolbox meetings and develop activity hazard analyses in compliance with the corporate Health and <br />Safety Plan. <br /> <br />Field Management <br /> <br />Regular and effective communications are critical to the rapid dissemination of appropriate and accurate <br />data to both the City Management Team and the Ceres Management Team. As the project progresses, <br />the needs of the City may change and resource requirements may need to be reassessed. The original <br />plan, therefore, may need to be modified. In order to ensure effective and efficient execution of all field <br />work, the Ceres team, from Site Managers up to the Operations Manager, will meet on a daily basis. The <br />Operations Manager is responsible for coordinating the daily scheduling and dispatch of cleanup crews <br />with the City and will meet with the designated representative on a daily basis. The Site Manager is <br />responsible for reduction site operations and management and also loading sites or any other work site. <br />The Site Managers report directly to the Sector Manager, who reports to an Area Manager, who reports to <br />a Program Manager, who reports to the Operations Manager. In the event of a large-scale disaster, the <br />number of managers assigned to the Ceres Team will vary depending on local conditions. Foremen at the <br />reduction site(s) and for the collection and hauling activities are responsible for crew supervision and <br />report to the Site Manager. <br /> <br />Each Site Manager shall ensure their crews operate in an efficient manner and shall be responsible for <br />documenting and inspecting the work performed. Site Managers will document safety meetings, <br />equipment safety inspections, quantity and location of debris hauled, areas completed, and daily time <br />sheets of personnel and equipment. Site Managers will also monitor quality control issues such as <br />completeness of cleanup and/or trimming and contract compliance. <br /> <br />The collection crew Foreman will be responsible for scouting the future locations of the debris removal <br />within the daily schedule set by the Program Manager. While scouting the zone, the Foreman's <br />responsibilities will include: <br /> <br />. <br /> <br />Locating logical trucking routes. <br />Identification of Sections by Crew Type/Composition. <br />Locating and planning the control or elimination of hazards within the zone (such as high traffic <br />areas). Preference will be given to Self Loaders to ease traffic congestion and minimize damage. <br />Advising the Program Manager of any anticipated difficulties or hazards. <br />Determining and obtaining any necessary resources to ensure a steady workflow in future work <br />zones. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />o <br /> <br />o <br /> <br />At the end of each shift, documentation of work completed will be tabulated by the administrative staff and <br />used to schedule the next day's work activities. At this time, any daily reports required by the City will be <br />produced. <br /> <br />Scheduling Control Debris Collection <br /> <br />The Project Manger during post-award preparation will obtain maps sufficient in detail to provide <br />individual debris collection crews address block information. Maps will be divided and identified according <br />to Districts, Sections, and Developments or Address Blocks. The Master Debris Management Map will be <br />located in the Emergency Response Mobile Command Center. Individual developments or address block <br />maps will be reproduced on 8.5" x 11" paper for use in crew dispatching. Each Site Manager will be <br />provided a binder containing all of the developmenUaddress block maps for the City's entire area. <br /> <br />The Operations Manager will be responsible for the assignment of Districts, Sections, and Developments <br />or Address blocks to subcontractors and their respective crews. A written master assignment file will be 0 <br />maintained in the Emergency Mobile Command Center and will be updated as changes or additions are <br />made.
