c

Pre-Planning & Communication

Pre-Planning

Once under contract, Crowder Disaster Recovery will immediately begin working with CITY OF SUNNY
ISLES BEACH to create a unique action plan. Tailored to the particular region, geography, and special needs
of CITY OF SUNNY ISLES BEACH, this plan will serve as a launching pad for more specialized post-disaster
operational plans.
Initially Crowder will meet with our client to establish base level services, most of which should be required
after any magnitude natural or man made disaster. Crowder will then work with CITY OF SUNNY ISLES
BEACH to preliminarily identify routes and entrances to be cleared first in case of emergency push.

Crowder will also work with CITY OF SUNNY ISLES BEACH, to develop a series of scenarios and responses
based on possible disaster events. Potential TDSR sites will be identified. At this time, preliminary studies
of those sites and plans will be made. Crowder will begin securing agreements with local and nearby
subcontractors to ensure quick response after a natural disaster. These agreements will be reviewed yearly
and adjusted as needed. Crowder will hold yearly training and review sessions to evaluate all preliminary
plans. At this time, any changes to debris collection zone maps, primary road clearance routes, and/or
probable TDSRS sites will be discussed and noted. If necessary, Crowder will hire a FEMA consultant to
come in at these yearly meetings to discuss any changes in FEMA guidelines and best practices.

o

Communication Program

Once in CITY OF SUNNY ISLES BEACH, Crowder Disaster Recovery will conduct an initial meeting with the
Debris Manager and/or the officials of CITY OF SUNNY ISLES BEACH to determine work areas, hours of
work, TDSRS sites, and any special projects or provisions CITY OF SUNNY ISLES BEACH might have. At
the initial meeting, a Crowder Disaster representative will be appointed to be the main contact with CITY OF
SUNNY ISLES BEACH. At this time, updated information will be given to CITY OF SUNNY ISLES BEACH,
(including subcontractor listings, personnel listings with local contact information, etc).

After that initial meeting, the Division Director, Project Manager, or other assigned Crowder representative
will meet with the Debris Manager and/or CITY OF SUNNY ISLES BEACH daily to ensure that the
requirements and needs of our client are being met. Crowder will also provide continuing documentation of
work being done to CITY OF SUNNY ISLES BEACH.

Responsibilities of CITY OF SUNNY ISLES BEACH both before and during a debris management project

include:

o

. Effective communication of client expectations and opinions regarding performance and methods.
. Approval of methods of operation, preliminary operational plans, potential sites for mSRS, etc.
. Aid in obtaining permits whenever necessary.
. Coordinate efforts of other governmental and/or contracted entities not under the employment of Crowder
during the debris management project.
. Monitor the terms of the contract.

Community Relations

38 I P age
