This camp will provide toilets,
showers, bunkrooms, and kitchen areas so that all mobilized employees will be self-sufficient and
able to complete quality work for our client. Once under contract, potential sites for the camp will
be identified and a preliminary operational plan developed.

D. Other Available Services:

During the crisis following storms, sometimes things get a little hectic and the need arises for
equipment or goods that were not anticipated in the contract. Crowder has tried to cover these
needs by negotiating agreements with multiple suppliers, some of which are identified in other
sections of this proposal. Food supplies, ice, water, restrooms, kitchens, showers, sleeping
quarters, toxic clean-up and many other services can be arranged at very competitive prices.

4) Local Subcontractor Participation
At Crowder, we understand the importance of local subcontractor participation to our clients. By employing
local subcontractors, we enable the local economy to receive some benefit from a debris removal project and
allow smaller companies to gain experience and training in debris management techniques. Because of this,
we actively seek out local subcontractors, especially those that are classified as Minority or Small Business
enterprises.

Once under contract, Crowder will actively contact local subcontractors, establish relationships and enter into
preliminary agreements with those companies before an event happens. Crowder will utilize our client's
listings of local contractors, businesses, and suppliers to ensure proper utilization of our client's local
resources.

Debris Clean-up & Transportation Plan

When our client is confronted by a forecasted natural disaster, Crowder Disaster Recovery will immediately
start working. At least 48 hours before a forecasted event, the company will provide a preliminary schedule
for work (including subcontractors, number and type of equipment mobilizing, personnel, and safety plan).
Upon receiving notice to proceed from CITY OF SUNNY ISLES BEACH, Crowder will mobilize and begin
collecting the disaster debris in an efficient and safe manner.

Before embarking on any debris removal project, Crowder will first evaluate the goals and particular
characteristics of that endeavor. Using preliminary plans created during the Initial Planning phase, Crowder
will evaluate the severity and breadth of debris scattered in collection areas. Based on these evaluations,
Crowder will then dispatch the appropriate number of crews to complete the project.

1) Debris Removal Crews
The composition and size of debris removal crews can vary, depending on the needs and severity of a project.
The size of a crew can range from three persons up to thirty if necessary. Please see the following tables for
possible debris removal crew composition based on the severity of debris. The composition of actual crews
may vary from this based on the requirements of our client, the availability of resources, and the particular
variables of the locale.

41 I P age
