"

When the possibility of an event is discovered, Crowder will enter standby status. All company
employees will be involved in actively evaluating the situation and will become available for further
action as needed.
. Before a forecasted event, Crowder representatives will monitor conditions and open lines of
communication between our company and CITY OF SUNNY ISLES BEACH.
. At this time, preliminary plans and procedures will be reviewed and amended as needed.

2) Threat
Once the possibility of an event becomes more certain, Crowder will ready itself for immediate action.

. If requested, a representative will be sent to our client's EOC. This representative will make him or
her available for technical assistance, to receive the Notice to Proceed, and any other action required
by our client.
. Crowder will begin staging equipment, supplies, and manpower.
. All documentation required by CITY OF SUNNY ISLES BEACH (current subcontractor listing, etc)
will be prepared.

3) Notification & Mobilization
When our client issues a Notice to Proceed, Crowder will begin an immediate mobilization of the

company.

o

. At this point, our client will define needed services (Emergency Push, etc) and priority areas for initial
debris removal.
. Crowder will dispatch its equipment and personnel. Please see mobilization schedule for an example
timeline.
. Management personnel will arrive in CITY OF SUNNY ISLES BEACH and begin coordinating our
project with the client.
. Activation of all subcontractors and suppliers.
. Opening of TDSRS sites if needed or required, to include the construction of inspection towers, access
points, installation of fences, etc.

A. Staging Areas

During the preplanning stage, Crowder will work with CITY OF SUNNY ISLES BEACH to
designate potential staging zones to ensure a quick mobilization after a forecasted natural disaster.
These staging zones will be used to gather trucks, materials, and equipment for use during
Emergency Push operations and subsequent stages of the debris removal process.

B. Operational Field Office

During a debris removal project Crowder will establish an on-site field office for those personnel
actively managing the effort. Ordinarily, Crowder uses a mobile field office, complete with
computers and satellite phones in case of cell phone outage. If the project is large enough or is
particularly lengthy, Crowder will obtain a temporary office location staffed with a full-time
administrative team.

o

C. Employee Housing

Because the resources of CITY OF SUNNY ISLES BEACH may be reduced or already committed
immediately after a disaster, Crowder understands the importance of providing for its own
employees. In the case that no other options are available, Crowder has arranged with the firm of

40lPage
