Crowder maintains a database of over 200 quality
subcontractors that have either worked on a Crowder project before or are known to be of the highest caliber.
In past disasters, we have utilized subcontractors in order to quickly complete jobs on a large scale, sometimes
running as many as thousands of trucks simultaneously.

Distributed throughout the United States, our subcontractors have established relationships with our
company and are trusted suppliers and co-workers. Once under contract, Crowder will tailor our basic
subcontracting plan to meet the needs of our client. This includes satisfying required Minority, Small, and
Disadvantaged Business Enterprise requirements, selecting subcontractors local and convenient to our client's
location, and seeking and establishing relationships with new subcontractors if needed.

1) Selecting Qualified Subcontractors

In past debris removal and disposal projects, Crowder Disaster Recovery has employed a variety of
subcontractors. Crowder has encountered subcontractors both bad and good, and through this experience has
created a series of criteria used in selecting quality subcontractors and compiling a pool of trusted companies
for use during projects.

To be selected as a subcontractor and to receive work on any Crowder project, a company must meet the
following requirements:

. Have the means necessary to provide quality equipment that is properly registered and maintained
. Possess the insurance requirements necessary for the project
. Communicate well with our company and the Project Manager
. Be willing to follow any task orders we require
. Abide by the stipulations of the contract between Crowder and our client, obeying any and all
regulations set forth in that document
. Experience in debris management or disaster recovery

The criteria we use to select subcontractors are based on the ability to complete the job ordered by our client.
To this end, we only select companies with the necessary resources to efficiently and safely complete the task.

2) Local Subcontractor Participation

At Crowder, we understand the importance of local subcontractor participation to our clients. By employing
local subcontractors, we enable the local economy to receive some benefit from a debris removal project and
allow smaller companies to gain experience and training in debris management techniques. Because of this,
we actively seek out local subcontractors, especially those that are classified as Minority or Small Business
enterprises.

Once under contract, Crowder will actively contact local subcontractors and establish relationships with those
companies before an event happens. Crowder will utilize our client's listings of local contractors, businesses,
and suppliers to ensure proper utilization of our client's local resources.

Crowder maintains an Equal Employment Opportunity and Affirmative Action plan, both for employee hires
and subcontractor relationships.
