o

o

o

..

monitor our efforts in coordinating and securing Minority Business Enterprises for projects and for overseeing
the implementation of our policies and procedures. For this project, Kerry Bateman will oversee the utilization
of qualified Minority and Small Business subcontractors.

Before utilizing the subcontractor database, Crowder Disaster Recovery is willing to use as many local
subcontractors as are necessary, available, and able to meet our selection criteria. Once under contract,
Crowder Disaster Recovery will advertise in local papers for subcontractors who would like to complete work
on the project. Crowder will also utilize our client's listing of Minority and Small Business Enterprises for
contacting potential subcontractors.

3) Utilizing Local Subcontractors

Once Crowder receives replies from its solicitations, the interested subcontractors will be evaluated by the
aforementioned criteria and, if they are judged to have met them, will be considered for a Crowder project.

Once under contract and before any debris management project begins, Crowder will enter into preliminary
agreements with local subcontractors. Crowder will create a subcontractor plan, identifying the needs of our
client and how our subcontractors can help us meet them.

Before a forecasted natural disaster, Crowder will enter into subcontract agreements with our selected
subcontractors for that project. Subcontractors will be required to sign a Debris Removal Subcontract. This
contract will bind them to work under the regulations set forth in the contract between Crowder and our
client. Crowder will furnish our client with a listing of all subcontractors to be used on a particular project,
with copies of the subcontracting agreement available upon request.

Once under contract and once proper insurance has been exhibited, subcontractors will immediately begin
work in areas outlined by CITY OF SUNNY ISLES BEACH. Subcontractors will be responsible to Crowder,
and all directions and task orders from our client will go through Crowder before being disseminated to our
subcontractors.

Crowder will also be responsible for payment of all subcontractors used in the debris removal and reduction
project. Payment will be made to subcontractors weekly, with a ten-percent retainage held as insurance
against damage or any other potential claim.

Crowder Disaster Recovery enjoys working with the highest quality subcontractors, many of whom are
dedicated to working for only our company. By choosing quality subcontractors, we ensure that Crowder's
debris removal and reduction efforts progress safely, efficiently, and successfully.

II

Partial Supplier Listing

II

For any company project, Crowder has established relationships with the following suppliers. These services
are available, if needed, to augment the services provided by the company itself. Also, if further services
offered by these companies are needed (such as temporary housing or disaster relief materials), Crowder has
the ability to make arrangements for our client.

55 I P age
