<br />o <br /> <br />.. <br />TAG ...., <br />GRINDING SERVICES, INC. <br /> <br />.. <br />...., <br /> <br />UNDERSTANDING OF PROJECT REQUIREMENTS <br />DISASTER RESPONSE ACTION PLAN <br /> <br />PURPOSE <br /> <br />· To provide management, supervision, labor, equipment, and tools to provide service to <br />the City of Sunny Isles Beach for the removal and disposition of debris caused by a <br />major disaster. <br />· To facilitate and coordinate the management and removal of debris following a disaster <br />in order to mitigate against any potential threat to the lives, health, safety, and welfare <br />of the impacted citizens, expedite recovery efforts in the impacted area, and address <br />any threat of significant damage to improved public or private property. <br /> <br />SITUATION <br /> <br />o <br /> <br />· Natural and manmade disasters precipitate a variety of debris that include, but are not <br />limited to, such things as trees, gravel, sand, building construction material, vehicles, <br />personal property, and hazardous materials. <br />· The quantity and type of debris generated from any particular disaster will be a function <br />of the location and kind of event experienced, as well as its magnitude, duration, and <br />intensity. <br />· The quantity and type of debris generated, its location, and the size of the area over <br />which it is dispersed will have a direct impact on the type of collection and disposal <br />methods utilized to address the debris problem, associated costs incurred, and how <br />quickly the problem can be addressed. . <br />. In a major or catastrophic disaster, many state agencies and local governments will <br />have difficulty in locating staff, equipment, and funds to devote to debris removal, in the <br />short-term as well as long-term. <br /> <br />CONCEPT OF OPERATIONS <br /> <br />Emergency Operations Center Activation <br /> <br />() <br /> <br />· TAG Grinding Services, upon issuance of a notice to proceed, will provide an Emergency <br />Operations Center (EOC) at a designated site pre-appointed through discussion with <br />designated officials of Sunny Isles Beach, Florida. If this pre-appOinted site has received <br />damage making it unsafe or unsuitable for use, TAG Grinding Services, Inc. will provide <br />a temporary EOC until a more permanent site can be established. <br />· The Debris Management Task Force (DMTF) will be made up of management personnel <br />of TAG Grinding Services, Inc. to include Jerry Brooks; Emergency Operations Director; <br />Jeff Hill, Chief Project Coordinator; John Bowden, Contract Compliance; Charlene Daniel, <br />Project/Documentation Coordinator and other supervisory personnel as needed, as well <br />as designated officials for the City. Complete assignment of specific duties as required <br />by the event will be assigned at this time. <br />· The EOC and staff will assist the City in review and documentation of the extent of <br />damage and resulting debris and assist in the appropriate directives to implement the <br />restoration process. <br />
