<br />o <br /> <br />.... ..,., <br />...., TAG ...., <br />GRINDING SERVICES, INC. <br /> <br />MANAGEMENT PLAN FOR EVENT TYPES <br /> <br />EVENT TYPE 1: SPOT JOBS - LOCALIZED <br /> <br />This type of scenario will require manpower and equipment primarily for the assistance <br />of the local governmental resources such as public work departments. We will provide <br />necessary crews of chainsaw operators, laborers, skid steers and operators, and hauling <br />equipment necessary to clear roads and remove debris. We have adequate manpower and <br />equipment to manage this size project without the assistance of subcontractors. <br /> <br />Debris from this type of event is typically woody in nature and smaller in volume. <br />Therefore, a TDSRS is not necessary as such facilities are, under FEMA guidelines, only needed <br />in major disasters and where there are not sufficient landfills available to handle debris in a <br />timely manner. City/County landfills are typically sufficient to handle the smaller amount of <br />debris although it would be required to be segregated from other debris at the landfill for <br />monitoring and reimbursement purposes. <br /> <br />o <br /> <br />This type of scenario can be handled efficiently with 1-4 crews of 2-4 men with saws <br />and equipment. Hauling can be accomplished with 1-2 trucks per crew. Trucks will be self- <br />loading 30-40 cubic yard dump trucks. Supervisory personnel will be at a minimum with one <br />project manager who would manage the entire project. Paperwork will be handled by the <br />project manager and will include time sheets to provide hours provided by personnel and <br />equipment. This size event would qualify to be managed under the FEMA Public Assistance <br />Pilot Program. More information on this program can be obtained by contacting us. <br /> <br />An example of our response to this type of project would be our recent assistance to the <br />City of Atlanta after damage caused by a tornado. We assisted the City in managing debris <br />collected by City personnel, ground and hauled off the debris, assisted the City in filing <br />appropriate paperwork with FEMA, and assisted with negotiations with FEMA in order to receive <br />reimbursement. <br /> <br />EVENT TYPE 2: SMALL EVENT - WIDESPREAD OR CITY/COUNTY WIDE <br /> <br />o <br /> <br />This type of scenario, although small in nature, will require more personnel and <br />equipment due to its widespread nature. Depending on the size of the city/county landfill, a <br />TDSRS still may not be necessary. If a site is required, it will be small in size and will be used <br />for a short period as a temporary storage site only, allowing for the segregation of debris if <br />debris other than vegetation is present. No specialized reduction, such as burning, would be <br />required although grinding of vegetative debris may be requested. We are familiar with the fact <br />that FEMA is subject to the Resource Conservation & Recovery Act (RCRA) that requires safe <br />disposal of all waste materials, encourages cooperation with local authorities and promotes <br />recycling of waste materials. The TDSRS will be reclaimed at the conclusion of work as <br />regulated by FEMA, Regulation # 325. We will follow site closure procedures; realizing site <br />closure is an important portion of the debris mission and should not be overlooked.
