-

cleared and cleaned of all debris, 2) current environmental data on soil and water will be
compare to baseline data taken before the site was activated, 3) and insure that the site is
restored to its prior condition.

o This type of scenario can be handled with 6-10 crews of 1-2 men with saws and
equipment. Hauling can be accomplished with 1-2 trucks per crew. Trucks will be self-loading
30-40 cubic yard dump trucks. Supervisory personnel will be at a minimum with one project
manager and possibly one superintendent for the entire project. Necessary paperwork,
including load tickets and daily reports, will be managed and provided by supervisory personnel.
This size event would qualify to be managed under the FEMA Public Assistance Pilot Program.
More information on this program can be obtained by contacting us. We have adequate
manpower and equipment to manage this size project without the assistance of subcontractors.

An example of our response to the type of event would be our assistance to Cheneyville,
North Carolina in response to damage from an ice storm where we assisted City personnel in
the removal of eligible debris from the public ROW, as well as the filing of necessary paperwork
with FEMA to receive reimbursement.

EVENT TYPE 3: SIGNIFICANT EVENT - REMOVAL, REDUCTION, HAULING -
WOODY DEBRIS ONLY - WIDESPREAD OR CITY/COUNTY WIDE

o

This type of event will not only require more personnel and equipment, but will also
mandate the establishment of a TDSRS. The mSRS will be established per requirements and
regulations of FEMA and will be in an area pre-established or agreed upon by City personnel.
Vegetative debris will be ground or burned per requirement of City personnel and hauled off of
the TDSRS to a location approved by FEMA. In past performances, we have established many
TDSRSs following FEMA requirements & regulations by insuring that each site has: 1) ingress
and egress routes that allow for good traffic flow, 2) inspection towers that allow close
inspection of trucks, 3) clearly-defined segregation areas, 4) clearly identified reduction sites, 4)
a completed baseline environmental study on hand. Additional manpower and equipment
necessary to manage the TDSRS will be provided. The TDSRS will be reclaimed at the
conclusion of work as regulated by FEMA, Regulation # 325. We will follow site closure
procedures; realizing site closure is an important portion of the debris mission and should not
be overlooked. We will follow these guidelines, insuring that: 1) that all operations are
complete and the site has been cleared and cleaned of all debris, 2) current environmental data
on soil and water will be compare to baseline data taken before the site was activated, 3) and
insure that the site is restored to its prior condition.

o

Initial response will include a plan to divide the affected area into quadrants that will be
managed by one superintendent per quadrant. Supervisory personnel will also include one
project manager and, if required, one safety manager. Each quadrant established will be
assigned 6-8 crews initially with the addition of more crews if necessary. Crews will be 1-2
laborers with saws, one skid steer/loader with operator, and traffic personnel. Hauling will be
accomplished with 3-5 trucks per crew. Trucks will include self-loading 30-40 cubic yard dump
trucks, and 30-40 cubic yard dump trucks. Furthermore, if assistance is required to aid the City
in the removal of leaning and hanging hazardous trees and limbs, as well as the removal of
hazardous stumps, crews including bucket trucks and excavators will be provided. Necessary
paperwork, including load tickets and daily reports, will be managed and provided by
supervisory personnel. We have adequate manpower and equipment to manage this size
project with little or no assistance from subcontractors.

An example of our response to this type of event is our assistance to Manning, South
Carolina in response to damage from an ice storm where we assisted City personnel in the
