--

removal of eligible debris from the public ROW, trimming damaged limbs and broken trees,
managing the TDSRS to include reduction and disposal of debris, as well as assisting the City
with the filing of necessary paperwork with FEMA to receive reimbursement.

o EVENT TYPE 4: SIGNIFICANT EVENT - REMOVAL, REDUCTION, HAULING,
AND SEPERATING - MIXED DEBRIS - WIDESPREAD OR CITY/COUNTY WIDE

This type of event will require the same response as Event Type 3, but with the addition
of areas at the TDSRS necessary to segregate and store separated debris, as well as additional
personnel and equipment to manage the removal, separating, hauling, and reduction of the
segregated debris. Any debris eligible for recycling will be hauled to appropriate recycling
facilities. Vegetative debris will be ground or burned per requirements of the City and reduced
debris will be hauled to a location approved by FEMA. The TDSRS will be reclaimed at the
conclusion of work as regulated by FEMA, Regulation # 325. We will follow site closure
procedures; realizing site closure is an important portion of the debris mission and should not
be overlooked. We will follow these guidelines, insuring that: 1) that all operations are
complete and the site has been cleared and cleaned of all debris, 2) current environmental data
on soil and water will be compare to baseline data taken before the site was activated, 3) and
insure that the site is restored to its prior condition.

Furthermore, additional crews trained in the handling of hazardous materials may be
required and would be provided if necessary. Hazardous materials will be staged in an area
provided at the TDSRS as required and regulated by FEMA and would be disposed of in a
manner so as to adhere to all federal rules and regulations, including those of FEMA. We have
adequate manpower and equipment to manage the majority of this size project but would
require the assistance of our subcontractor for the handling of hazardous materials.

o

An example of our response to this type of event is our assistance to Cape Coral, Florida
in response to damage from Hurricane Wilma where we assisted City personnel in the removal
of eligible debris from the public ROW, trimming damaged limbs and broken trees, managing
the TDSRS to include reduction and disposal of debris. Furthermore, we removed debris from
canals and waterways, and assisted the City with the filing of necessary paperwork with FEMA
to receive reimbursement.

EVENT TYPE 5: CATASTROPHIC EVENT - REMOVAL, REDUCTION, HAULING,
AND SEPERATING - MIXED DEBRIS - WIDESPREAD OR CITY/COUNTY WIDE

Although this type of event is larger in nature, it will be handled in much the same way
as Event Type 4. Primary differences will be the amount of crews and supervisory and support
personnel, as well as the addition of multiple TDSRS. Quadrants will be initially assigned to 10-
12 crews per quadrant with additional crews added as necessary. Hauling equipment will be
increased to include 100 cubic yard trucks. Supervisory personnel will include the addition of a
safety manager, quality control manager, and documentation manager, as well as support
personnel for each assignment and additional personnel to manage and maintain the additional
TDSRS(s). All TDSRS will be reclaimed at the conclusion of work. Although we have adequate
manpower and equipment to manage a large portion of this size project, assistance from
subcontractors will be necessary. Please refer to our subcontractor policy for more information.

o

An example of our response to this type of event is our assistance to Cape Coral, Florida
in response to damage from Hurricane Charlie where we assisted City personnel in the removal
of eligible debris from the public ROW, trimming damaged limbs and broken trees, managing
the TDSRS to include reduction and disposal of debris.
