<br />Q call and available to respond to the Contracting Officer 24 hours a day, 7 days a week throughout <br />the life of the Task Order. The ORC Operations Manager will have full electronic linkage to the <br />Government via cell phone, satellite phone, internet, and/or two-way radios. <br /> <br />C) <br /> <br />o <br /> <br />Operational Plans <br />Within 3 days of Task Order Notice to Proceed, ORC will furnish the contracting officer with a <br />Management/Operations plan specific to the Task Order, with Quality Control Plan and Site <br />Specific Safety Plan. ORC will also furnish the client with a complete Subcontracting Plan <br />listing all subcontractors. <br /> <br />Measurement <br />Beginning during Mobilization, trucks and trailers used for the purpose of transporting debris <br />will be measured by the GOVERNMENT or representative thereof. ORC will provide <br />appropriate measurement forms as specified by the GOVERNMENT. <br /> <br />ADMS Implementation <br />The Project Mobilization Team will begin implementation of the Automated Debris <br />Management System (AOMS) within 72 hours. Full implementation will be complete in no <br />more than 30 days. DRC will provide multipart paper-based debris tracking materials until such <br />time as the AOMS is fully implemented. <br /> <br />DMS Establishment <br />Within 24 hours of Task Order Notice to Proceed, personnel and equipment will be deployed to <br />establish Debris Management Sites (OMS) at locations identified in conjunction with local <br />governmental entities, including, but not limited to the building of roads, erecting of fences, <br />construction of containment areas, and placement of inspection towers. Typical OMS <br />establishment crews will consist of: <br />Equipment: 1 Trackhoe, 2 Dozers, 2 towers, 5 16-20 cubic yard dump trucks, 1 rubber <br />tired loader, 1 water truck, 1 motor grader <br />Personnel: 1 Site Manager, 8 equipment operators, 2 Supervisors, 4 laborers <br />OMS teams will also secure all necessary clearances, permits, and licenses to operate the site and <br />will submit Site Plans to the GOVERNMENT complete with Site Specific Safety and/or <br />Accident Prevention Plans, a Traffic Control Plan to properly manage site ingress and egress, a <br />Dust Control Plan, and/or a Fire Prevention Plan. Within 48-72 hours, OMSs will be fully <br />operational complete with ingress and egress points, inspection towers, water runoff protection, <br />and containment benns and/or geotextile. <br /> <br />Emen?:encv Command Center Facilities <br /> <br />ORC's Project Mobilzation Team will arrive with or immediately deploy our state-of-the-art <br />Mobile Command Center which is fully equipped with satellite phone, cell phone, and multiple <br />desk consoles with computer networking capability, fax machine, copier, printer, public <br />reception area, conference room and administrative supplies to be operational immediately upon <br /> <br />19 <br />
