<br />~ <br /> <br />o <br /> <br />SITE ACCESS - Separate points of ingress and egress should be established if possible. <br />Temporary acceleration and deceleration lanes should be established adjacent to the primary road <br />leading to and from site access points, if approved by Government and appropriate authority <br />having jurisdiction over primary road right-of-way. All temporary roads leading to and through <br />the debris-staging site should be constructed and maintained for all weather use (i.e. - rock laid <br />roads). <br /> <br />INSPECTION TOWERS - Inspection towers shall be constructed to facilitate observation and <br />quantification of debris hauled for storage at debris staging sites. No less than two inspections <br />towers should be utilized at each debris-staging site. One tower at point of ingress for use by <br />company inspector and Government inspector, one tower at point of egress to ensure all debris <br />hauling trucks are in fact empty upon leaving the site, one tower may be utilized if ingress and <br />egress point is the same. The egress tower should be manned by at least a representative of The <br />Company. An example blueprint, construction of, and design of a typical inspection tower for <br />GOVERNMENT operations is attached at the end of this plan. <br /> <br />TRAFFIC CONTROLS - Traffic control personnel, with appropriate traffic control safety <br />equipment, will be stationed at the ingress observation tower to maintain vehicular and <br />pedestrian traffic control. Additional traffic control personnel will be stationed throughout the <br />site, as needed, to enforce proper dumping and prevent personal injury to ensure compliance with <br />the Corporate Accident Prevention Plan as part of the Corporate Safety Plan. <br /> <br />o <br /> <br />CLEARING AND GRADING - Clearing and grading of debris staging sites will be <br />accomplished, to the level required, in accordance with the site management plan and task order <br />from the Government. <br /> <br />ENVIRONMENT AL PROTECTION - The Company's "Environmental Protection Plan", which <br />incorporates such issues as erosion control, hazardous and toxic wastes, dust and smoke control <br />(Clean Water Act, Storm Water Act, Resource Conservation and Recovery Act, Superfund <br />Amendments and Reauthorization Act and others), is incorporated in full by attachment at the <br />end of this plan. Environmentally sensitive areas (i.e. - wetlands, habitat, historical sites, etc.) <br />within, or in proximity to, a debris staging site, will be avoided, designated as sensitive, <br />protected, and access restricted to the extent possible, from adverse impact. Activity within <br />environmentally sensitive areas will be prohibited. All requirements of pertinent environmental <br />standards will be complied with. <br /> <br />DEBRIS STORAGE AREAS - Debris will be segregated into 5 main areas of concern as follows <br />unless otherwise instructed by the Government. <br /> <br />Q <br /> <br />. Vegetative debris - Vegetative debris will be cleaned of C&O debris to the extent <br />possible to facilitate compliance with requirements for reduction of vegetative debris. <br />. Construction and Demolition (C&O) Debris - C&O debris will be dampened prior to <br />dumping and periodically as needed, to comply with Local, State and Federal EP A <br />standards. <br />. Recyclable/salvage - Recyclable/salvageable materials will be stock piled in accordance <br />with Government task order. <br /> <br />32 <br />
