Vera, Acting City Manager <br /> <br />March 8, 2010 <br /> <br />Heritage Park <br /> <br />This memorandum will explain the four resolutions that the City Commission will be acting on <br />regarding the expenses associated with the construction of Heritage Park and parking garage. <br />The first part explains the contract with Coastal Construction. Second, I will be addressing the <br />deductive change orders to the contract. Third, I will address a resolution authorizing the City <br />Manager to enter into contract for direct purchases by the City of items taken out of Coastal's <br />contract. Finally, I will address a resolution regarding the direct purchase by the City of one of <br />the items taken out of Coastal's contract <br /> <br />On Dec 16, 2010 the City Commission approved change order 7 which was thought to be the last <br />change order that would be needed to complete Heritage Park. That change order included the <br />heritage wall, interactive water feature and stage. As construction continued, staff realized that <br />the change order omitted several items of the park. If these items were to be left out, it would <br />provide a park that would not meet the expectation of the City Commission or what was <br />represented to the residents when the park was designed. <br /> <br />Increases to Coastal Contract <br /> <br />First, I would like to provide the City Commission with a history of Heritage Parking Garage and <br />Park and the cost associated with the construction of the parking garage and park. The original <br />contract with Coastal Construction was for the amount of $9,250,000 approved on June 18th, <br />2009. The original contract included a parking garage and park on a 3.8 acre site. An additional <br />acre of land was added to the site after the contract was awarded and the park and its amenities <br />were needed to be redesigned. In order to commence with construction of the parking garage <br />shell, since it was the only area that remain unchanged, the contract was bifurcated to allow the <br />construction of the parking garage while a redesign of the park was being done. Therefore the <br />initial $9,250,000 contract was reduced to $6,600,040 for the garage only. Once the redesign <br />was completed, the change orders would be submitted.
