Evidence of capabilities for construction scheduling, material procurement, and assurance that
plans, specifications, and schedules are met.

Bovis Lend Lease is dedicated and committed to achieving the project schedule. Bovis Lend
Lease uses Primavera, Microsoft Project, and other scheduling software designated by clients for our
comprehensive scheduling and planning process. These software packages are selected depending on
the client's specific project requirements and can be used within the overall Project Control System. Our
standard approach to schedule management includes comprehensive project master schedules, de-
tailed phase schedules, 30-day look-ahead scheduling, and resources loaded activities - all integrated
with cost management and document control systems.

Our comprehensive scheduling techniques establish plans of action for the project to control the per-
formance of the work. Our approach to schedule management includes the following elements:
. Comprehensive project master schedules
. Detailed phase schedules
. Shutdown and tie-in schedules
. 30-day and 15-day, look-ahead scheduling
. Resource loading
. Integration with cost management system and document control systems
The master schedule includes:
. Architect/engineer activities
. Investigative procedures
. Decisions required by the client
. Any long-lead materials and equipment (Material Procurement)
~ Major construction phase activities
. Approvals from all govemmental bodies including city, county, state and federal authorities,
as required
. Bovis Lend Lease's recommendations to the client on strategies to shorten the
project's over all duration
. Long-lead material or equipment items that must be ordered early
. Critical subcontracts that should be awarded during the design phase

Bovis Lend Lease has set policies and procedures to assure strict adherence to plans and
specifications. Bovis Lend Lease has been recognized nationally as a quality provider. Our Quality
Improvement Processes (QIP) are entrenched within our culture and we have high expectations of our
employees to be consistent quality producers. Our Quality Programs are led by a designated corporate
Executive Vice President of Quality who is assisted by Bovis Lend Lease employees located in each
region also certified as Quality Trainers. Our processes are driven by Lend Lease, our corporate parent
and are imperatives for quality processes. Our Global Minimum Project Standards define the way that
we operate in all areas of the world to provide consistent results in all facets of our business.

Further, Bovis Lend Lease has developed Total Quality Management techniques into their own quality
management process called Project Success Planning or PSP. This is based on W Edwards Deming's
Continuous Improvement Cycle of PDCA (Plan Do Check Act).

Project Success Planning guarantees the success of the project through a continuous improvement
process focusing on the fundamental principle of PDCA. PSP is a macro process that integrates key
project processes and sub-processes.

When Stakeholders (the owner/developer, the design team, the subcontractors and Bovis Lend Lease)
join together to construct a project, each has a part to play and all depend on each other to succeed. It
is much like a new company being formed to produce a new product. Like a company, the building team
needs to plan for the mission ahead. If consensus is reached on this mission and !he team members
support each other while striving for it, total success is inevitable. PSP is the process we use to bond all
Stakeholders into an efficient team.

Requesr for Quatifications No. 09-03-01
Profession,,1 Construcrion Services lor rhe Heritage Park and
Parking Garage .

IJ1
