<br />Summary Minutes: Regular City Commission Meeting <br /> <br />April 21, 2011 <br /> <br />City of Sunny Isles Beach, Florida <br /> <br />meant it was all waking hours, ten hours a day. Mayor Edelcup said that the Skateboard Park <br />is closed during the school day, and closes at 8:00 p.m. He agrees that there is noise while it <br />is open but he does not want to magnify it to any greater extent than it is. <br /> <br />Commissioner Scholl said he doesn't think it would cost us much to indulge Commissioner <br />Gatto's perspective on enclosing it. We can get a rough estimate of how much it would cost <br />to enclose it based on the Consultant's perspective of what needs to be done. He wouldn't <br />mind seeing the outside, the middle, and the inside numbers because then we have a range of <br />options. For all we know the sound absorptive material might be prohibitively expensive and <br />so he would rather see a range of options as long as we are going to look into it and that way <br />we can make an informed decision. <br /> <br />Mayor Edelcup said Kimley-Horn was hired to give us a report, they gave us a report, they <br />gave us a recommendation, and the recommendation is all that he is asking us to do at this <br />point. If we don't like that recommendation, then we can go to any other step. He is <br />recommending we follow the Kimley-Horn suggestion and have the City Manager contact <br />the three firms as to the absorptive material, if we don't like the response we get, then we can <br />come back here and keep pursuing it. We can do one of three things, we can destroy the <br />Skateboard Park, we can completely enclose it, or we can try to reduce the sound by putting <br />in some acoustical material, those are the three options that we have. Commissioner Scholl <br />said obviously destroying it is not an option, but he would like to know what the two outside <br />options are so we will have a frame of reference. <br /> <br />Vice Mayor Thaler said we eliminated one ofthe three options tonight, and he can't see any <br />reason why we can't go out and get an estimate to enclose the whole thing which is what <br />Commissioner Scholl is eluding to, on top of what we are asking here to get these three <br />people to give us an estimate as to what the cost would be to minimize the sound, and we all <br />understand that doing it this way is not going to stop the noise entirely. <br /> <br />Mayor Edelcup said that has to be part of our deliberation, we have to admit up front that one <br />of the options, if we pursue it, will not eliminate all the sound, and is that something that we <br />will at least discuss because if we won't, then we are down to completely enclosing it or <br />leaving it as it is. Commissioner Scholl said that the public has to understand the people that <br />live in Winston Towers, it is driving them nuts but they have some sensibility, if they see a <br />$2 Million enclosure for a Skate Park versus $200,000 solution that is not going to eliminate <br />it totally, at least they have a frame of reference. His perspective is being differential to them <br />too, he doesn't want to dismiss something that we don't have a frame of reference on. <br /> <br />Mayor Edelcup instructed staff to follow the instructions of Kimley-Horn to check out the <br />vendors. In addition, get a cost calculation of what an enclosed building would cost for that <br />entire Skateboard Park area, because you would have to do the whole thing, there are not just <br />segments of it you can do. <br /> <br />12C.
