Section 4 Evaluation Process 4.1 Review of Proposals For Responsiveness Each proposal will be reviewed to determine if the proposal is responsive to the submission requirements outlined in the solicitation. A responsive proposal is one which follows the requirements of this solicitation that includes all documentation, is submitted in the format outlined in this solicitation, is of timely submission, and has the appropriate signatures as required on each document. Failure to comply with these requirements may result in the proposal being deemed non- responsive. The contract will be awarded to the lowest responsible and responsive proposer whose proposal best serves the interest of and represents the best values to the City in conformity with section 62-8 of the City code. 4.2 Oualifications Proposals will be evaluated on the criteria listed below. Technical Oualifications 1. proposer's relevant experience, qualifications and past performance as a company 2. Relevant experience and qualifications of key personnel, including point person that will be assigned to the Citv. 3. proposers approach methodology to providing the services requested in this solicitation 4. proposed solution functionality , implementation and other objectives and reauirements as stated Price 5. proposer's proposed price 4.2.1 MINIMUM REQUIREMENTS In order to be considered responsive, proposers shall, at a minimum, demonstrate compliance with the following Pre-Qualification Criteria in their proposal. All requested documentation and/or information shall be provided in the proposal to confirm that the proposer has satisfied the Prequalification Criteria in order to be properly evaluated as listed herein. proposers failing to meet these requirements shall be deemed non responsive. The proposer shall, at the time of Proposal submittal, time of award, and throughout the duration of the Contract, continue to meet the following Pre-qualification Criteria requirements as stated in the Solicitation Documents. . proposalS will be accepted only from or on behalf of insurance companies authorized to do business in the State of Florida, having a Best's Rating of "Class A" or better, and a financial size of "Class VII" or better in the latest edition of Best's Insurance Reports or as otherwise approved by the City. 4.3 Price Evaluation The price proposal will be evaluated subjectively in combination with the technical PAGE 16 OF 24 BID No. 11-08-01
