<br />Section 4 <br />Evaluation Process <br /> <br />4.1 Review of Proposals For Responsiveness <br /> <br />Each proposal will be reviewed to determine if the proposal is responsive to the <br />submission requirements outlined in the solicitation. A responsive proposal is one which <br />follows the requirements of this solicitation that includes all documentation, is submitted <br />in the format outlined in this solicitation, is of timely submission, and has the appropriate <br />signatures as required on each document. Failure to comply with these requirements <br />may result in the proposal being deemed non- responsive. The contract will be awarded <br />to the lowest responsible and responsive proposer whose proposal best serves the <br />interest of and represents the best values to the City in conformity with section 62-8 of <br />the City code. <br /> <br />4.2 Oualifications <br /> <br />Proposals will be evaluated on the criteria listed below. <br /> <br />Technical Oualifications <br />1. proposer's relevant experience, qualifications and past performance as a company <br />2. Relevant experience and qualifications of key personnel, including point person that <br /> will be assigned to the Citv. <br />3. proposers approach methodology to providing the services requested in this <br /> solicitation <br />4. proposed solution functionality , implementation and other objectives and <br /> reauirements as stated <br />Price <br />5. proposer's proposed price <br /> <br />4.2.1 MINIMUM REQUIREMENTS <br /> <br />In order to be considered responsive, proposers shall, at a minimum, <br />demonstrate compliance with the following Pre-Qualification Criteria in their <br />proposal. All requested documentation and/or information shall be provided in <br />the proposal to confirm that the proposer has satisfied the Prequalification <br />Criteria in order to be properly evaluated as listed herein. proposers failing to <br />meet these requirements shall be deemed non responsive. The proposer shall, at <br />the time of Proposal submittal, time of award, and throughout the duration of <br />the Contract, continue to meet the following Pre-qualification Criteria <br />requirements as stated in the Solicitation Documents. <br /> <br />. proposalS will be accepted only from or on behalf of insurance <br />companies authorized to do business in the State of Florida, having a <br />Best's Rating of "Class A" or better, and a financial size of "Class VII" or <br />better in the latest edition of Best's Insurance Reports or as otherwise <br />approved by the City. <br /> <br />4.3 Price Evaluation <br /> <br />The price proposal will be evaluated subjectively in combination with the technical <br /> <br />PAGE 16 OF 24 <br />BID No. 11-08-01 <br />
