<br />c <br /> <br />c <br /> <br />c <br /> <br />City of Sunny Isles Beach: Special Inspection Services <br />RFQ No. 11-07-11 <br /> <br />5.4 <br /> <br />CONSTRUCTION ADMINISTRATION <br /> <br />The most successful construction projects start with good planning and coordination. URS will <br />approach each project, by scheduling early meetings involving the contractor, design engineer, necessary <br />subcontractors, City staff, utility companies, regulatory agencies and others associated or impacted by the <br />project. Before each major work item begins, the project manager will meet with our field inspection staff to <br />discuss day-to-day operations and the importance of quality. URS will hold weekly staff meetings to <br />review the contractor's two-week look-ahead schedule and discuss staff assignments for the next <br />week. <br /> <br />Good planning must continue throughout the project duration. In the past we have found that these <br />meetings when handled in a proactive manner, build a relationship between those involved, <br />establish a line of communications at the lowest level, and are the beginning of a trust and <br />partnering between all involved in the project design and construction. <br /> <br />The URS Team is totally and faithfully committed to serve as City's advocate and representative for this <br />contract. Our project team has a proven, take-charge, solve-it-now, solve-it-here attitude. We are <br />committed professionals and will be completely dedicated to the successful on time and within budget <br />completion of any assignment. URS desire and intent is to identify issues or problems early and to develop <br />a resolution with the Contractor before any work was started. The proactive early identification and <br />resolution of issues keeps problems and the potential for claims to a minimum. <br /> <br />URS absolutely will not broker independent decisions of a cost impact nature to the City. The City <br />will always have our recommended solution and anticipated cost impact to any problem that arises before it <br />is discussed with the contractor. Where alternative approaches to construction are possible, the pros and <br />cons of all alternatives will be reviewed and our recommended action given promptly to City. We consider <br />this an absolutely essential element of the timely and cost-effective completion of construction projects. <br /> <br />The URS team has an outstanding group of seasoned local professionals with strong major bridge design <br />and construction experience. URS will mobilize special inspectors or their designated field <br />representatives to the project when needed, and remove them from the project when not needed. <br />Our project and construction managers and designated special inspectors are licensed Florida <br />Professional Engineers. Also, the lead inspectors will have FOOT, American Concrete Institute and <br />Earthwork CEI Certificates as appropriate, to continuously maintain and update their knowledge on <br />applicable codes and testing practices. <br /> <br />5.5 PROJECT ADMINISTRATION TO MEET PROJECT FUNDING AND TIMELlNE CONSTRAINTS <br /> <br />URS administrative procedures provide a system to monitor project costs and progress to enable the <br />project manager to evaluate the timeliness and cost effectiveness of the progress of the work. The basic <br />element of the management control process in the URS Loaded Cost Summary Reports (LCSR), a URS <br />developed and proprietary, computerized Management Information System (MIS) for financial management <br />and control of projects. The LCSRs are designed to assist the Project Manager control the scheduling, <br />technical, manpower, and financial aspects of their project.
