City of Sunny Isles Beach: Special Inspection Services
RFQNo.11-07-11

c

The URS Team will provide technical data, preliminary analysis and work products with focused
communications to:

· Exchange technical data, analyses and analytical results
· Develop a regular forum for exchange of technical information and reviews
· Solicit City staff and project design consultant experience and background knowledge
on "what has worked" and "what has not worked" for various aspects or components of the
work order
· Identify and Track work order progress issues and their resolution
· Provide periodic meetings for technical Team/City coordination

The Technical Outreach Program is considered to be a critical and highly important aspect to achieve the
City's objectives with each individual sub-design within the overall contract. This approach has the distinct
advantage of soliciting and incorporating URSs and the City's knowledge, experience, expertise and input
into the design development process. Our goal is to provide deliverables that are concise and technically
acceptable to the City staff as well as to the regulatory agencies.

Subconsultant Manaqement

As prime designer and project program manager, URS knows that the City will expect no less from
URS than they do from their subconsultants. The high standards we set for our internal design efforts
will be utilized to evaluate existing designs so that bid documents meet or exceed City requirements.
Subconsultant qualification is normally based on the following criteria:

c

· Technical expertise in require discipline
· Ability to perform assigned scope and meet project
milestones
· Proximity to the anticipated work site(s)
· Reasonable cost estimate
· Small Business Enterprise (SBE) status

Frequent
Su bconsultant
Communication and
Progress Review is
Critical to Timely
Preparation of
Quality Deliverables

URS will be responsible for overall subconsultant management, administration, and reporting of progress.
Reporting requirements, communication requirements, quality assurance, and cost and schedule control
would be implemented through URS. Subconsultants and their staffs will provide interim technical
deliverables, progress reports, and draft and final technical reports on a routine basis as required by
the City and any particular work assignment. Subconsultant technical deliverables will be submitted to
URS technical design staff for review and comment just as our internal technical deliverables are subjected
to QA review, prior to incorporation into final deliverables to the City for bidding purposes.

c

In the course of any work authorization, subconsultants will be required to
immediately notify the URS project manager of any anticipated change in
scope of work, costs, or schedules. This notification must be in writing and
will be forwarded to the City within 24 hours of receipt. All requested
changes must first be approved by the City project manager and then
executed by written authorization of the URS project manager and City of
Sunny Isles Beach Procurement Department.

I Early Identification of
Problems and Resolution
Processes are a Key
Factor to Responsible
Subcontractor
Management

"l

5-4 I p 2 g e

URS
