City of Sunny Isles Beach: Special Inspection Services
RFQ No. 11-07.11

c

staff members we propose to assign have sufficient time available to properly execute any
assigned work.
. Availability of Supplemental Staff - Our staffing approach for projects always includes
assessments as necessary to provide back-up staffing for all key leadership and technical
discipline functions.
· Strict adherence to Budget and Sub-deliverable Deadlines - Our standard practice is to
develop a series of sub-deliverable progress deadlines and then to measure their progress
against a pre-established budget. This process allows us to make adjustments during the in-
progress work to assure compliance with formal deliverable submittals and deadlines.

URS can provide schedule, cost and performance analysis at various levels of detail and sophistication.
These range from developing a simple Gant Bar Chart to utilization of industry standard project
management scheduling software. Programs such as Time Line, Microsoft Project, or Primavera (P3)
software are available for use on this contract as required. Several personnel in the local Boca Raton office
are Primavera (P3) software trained and certified.

Construction Phase Scheduling services consists of three main tasks:

c

. Review of good baseline schedules should be reviewed to ensure that they conform to
contractual requirements. They shall represent a complete project scope, reasonable activity
durations, and proper logic ties. Schedules should not have unnecessary constraints or
sequestered float. Cost-loaded schedules shall have reasonable costs and resource loading
when these items are utilized. URS baseline schedule reviews often times require detailed
back and forth discussions with the contractor's scheduler to ensure a proper baseline
schedule is provided. All issues must be resolved before the baseline schedule can be
accepted.
. Review of monthly progress schedules are reviewed in much the same way. Primavera
P3e, including Claim Digger software is used to document any changes. This software
compares the monthly submitted schedule update against the previously approved schedule to
ensure that any changes to activities, durations, logic, constraints, etc. are documented.
Activities are reviewed for work completed, work in progress, items behind schedule, major
problems, logic revisions, etc. and a monthly narrative should be provided. Actual progress is
verified with field staff, site walkthroughs, and daily reports and compared against the recorded
progress in the monthly schedule update. Any issues in dispute are addressed and resolved
before the schedule is accepted. Resolution of monthly schedule issues is often a time critical
task since it is usually contractually mandatory to have an acceptable schedule update before
making monthly progress payments. We understand the importance of resolving schedule
issues so we often work with the general contractor's scheduling staff on a time critical basis to
maintain the project progress.
· Review of revisions and delay schedules often affect specific activities that must be
discreetly analyzed. Schedule revisions may be generated because of out of sequence
progress or delays or simply to correct a previously undetected error. Any delay issues must
be properly inserted into the logic in a way that accurately depicts the nature of the delay.

~
'--"

5-7 I P " g e

URS
