We have provided support to owners in the form of forensic scheduling, <br />documents preparation and review, expert witness testimony I depositions, eminent domain <br />valuations, and damages and delays assessments. Additionally URS can provide supplemental staff <br />support on an as needed basis to the field CM team for pay request and change order reviews. <br /> <br />5.7 BUDGET CONTROLS <br /> <br />URS maintains rigorous internal administrative procedures and systems to monitor the labor utilization and <br />financial expenditures of each project. The internal systems enable the project manager and their <br />administrative assistants/billers to evaluate the timeliness and cost effectiveness of technical progress on <br />any authorization. The basic element of the management control process is the URS Enterprise One <br />(EPO), a proprietary, computerized Management Information System for financial management and control <br />of projects. The EPO is designed to assist the project manager in control of the scheduling, technical, <br />manpower, and financial aspects of their project. <br /> <br />The system provides the project managers with real-time financial information. Financial information for a <br />particular week (through Friday) is available the following Monday. The system is in place at all URS office <br />locations worldwide and supplies the following information on a weekly basis: <br /> <br />· Project personnel working on the task <br />· Office location <br />. Hours billed for that week <br />· Task and accrued cost/hours-to-date <br />. Labor amount <br />· Equipment costs <br />· Direct expenses <br />· Total expenditures <br /> <br />Standard summary documents produced by the EPO include the Weekly Job Detail Report and the Weekly <br />Job Summary Report. These reports are two of several financial reports that can be produced as a <br />function of the specific requirements of the project. The Job Summary Report, a detailed report issued on a <br />weekly basis, contains "to-date" labor charges, expense charges, equipment charges, to-date budgets, and <br />budget-to-actual comparisons. Charges are summarized by operation, with a subtotal by increment and an <br />overall job total. Only operations that have current charges are printed. The to-date amounts are displayed <br />by type (labor, expenses, and equipment) and summarized. <br /> <br />The abovementioned EPO will be utilized to monitor all City projects on a weekly basis. Any cost reports <br />requested by the City will be provided. The EPO will also publish clear and concise invoicing. <br /> <br />5.8 COST ESTIMATING CONTROLS <br /> <br />Consistent with URS' previous experience on major design and construction projects, it is common for cost <br />estimates to be developed during the various phases of the design and construction work, particularly for <br />larger sized projects, in order to be able to plan for, budget and control the project's construction cost.
