We have provided support to owners in the form of forensic scheduling, documents preparation and review, expert witness testimony I depositions, eminent domain valuations, and damages and delays assessments. Additionally URS can provide supplemental staff support on an as needed basis to the field CM team for pay request and change order reviews. 5.7 BUDGET CONTROLS URS maintains rigorous internal administrative procedures and systems to monitor the labor utilization and financial expenditures of each project. The internal systems enable the project manager and their administrative assistants/billers to evaluate the timeliness and cost effectiveness of technical progress on any authorization. The basic element of the management control process is the URS Enterprise One (EPO), a proprietary, computerized Management Information System for financial management and control of projects. The EPO is designed to assist the project manager in control of the scheduling, technical, manpower, and financial aspects of their project. The system provides the project managers with real-time financial information. Financial information for a particular week (through Friday) is available the following Monday. The system is in place at all URS office locations worldwide and supplies the following information on a weekly basis: · Project personnel working on the task · Office location . Hours billed for that week · Task and accrued cost/hours-to-date . Labor amount · Equipment costs · Direct expenses · Total expenditures Standard summary documents produced by the EPO include the Weekly Job Detail Report and the Weekly Job Summary Report. These reports are two of several financial reports that can be produced as a function of the specific requirements of the project. The Job Summary Report, a detailed report issued on a weekly basis, contains "to-date" labor charges, expense charges, equipment charges, to-date budgets, and budget-to-actual comparisons. Charges are summarized by operation, with a subtotal by increment and an overall job total. Only operations that have current charges are printed. The to-date amounts are displayed by type (labor, expenses, and equipment) and summarized. The abovementioned EPO will be utilized to monitor all City projects on a weekly basis. Any cost reports requested by the City will be provided. The EPO will also publish clear and concise invoicing. 5.8 COST ESTIMATING CONTROLS Consistent with URS' previous experience on major design and construction projects, it is common for cost estimates to be developed during the various phases of the design and construction work, particularly for larger sized projects, in order to be able to plan for, budget and control the project's construction cost.
