<br />c <br /> <br />c <br /> <br />c <br /> <br />City of Sunny Isles Beach: Special Inspection Services <br />RFQ No. 11-07-11 <br /> <br />is able to accurately estimate the cost of the work, modify design as needed while working in conjunction <br />with the City needs. URS objective will be to assure that the final design product is within the initial <br />construction cost budget established by the City. <br /> <br />URS will prepare, as requested, detailed opinions of construction costs reports either during the <br />design or construction phases of the project based upon the various completion schedules for the work. <br />Typically, opinion of construction costs can be and have been provided by URS at any of the following <br />deliverable milestones: <br /> <br />Opinion of Costs Deliverables: <br />· Conceptual or Basis of Design Report <br />. 30% General Design Report (Preliminary Design Phase) <br />· 60% Detailed Design Report (Design Development Phase) <br />· 90% Final Design Submittal (Pre-final Design Submittal) <br />· 100% Final Design/Construction Bid Documents <br />· Construction Phase in Response to Design Change Requests <br />· Construction Phase in Response to Construction Claims Evaluations <br /> <br />For small to medium projects, the conceptual, 30% and 60% submittals are not typically required and the <br />estimate is based on the 90% design submittal. The URS Team shall use a clear and concise <br />estimating formats that depicts in detail the breakdown of the job, unit costs, quantity take offs and all <br />markups applied to the costs. The URS Team will review unit costs of any prior-constructed projects in the <br />City records and local construction market factors in the preparation of the detailed opinion of costs. An <br />appropriate contingency, developed in consultation with the City's Project Controls Division, shall be <br />applied to the cost estimate. <br /> <br />The URS Team shall compare each cost estimate with the prior opinion of cost to identify and account for <br />discrepancies. Each cost opinion shall be reviewed with the City PM and appropriate City staff to <br />discuss assumptions used and results. <br /> <br />Estimates will be prepared using City-approved estimating software allowing for various formats and <br />organization of the output to accommodate city project controls, project management and construction <br />administration staff needs. As required, detailed recommendations will be made for corrective design <br />actions and modifications, including such things as alternative design recommendations, to keep <br />the project on track with the City budget/funding allocations. <br /> <br />5.9 COMPLIANCE WITH APPLICABLE CODES AND PERMITS <br /> <br />The URS group of construction engineers and inspectors has local experience and background with federal <br />and local environmental permitting and compliance monitoring. Compliance with applicable permit <br />requirements will be evaluated, documented, and corrective actions identified prior to and during <br />construction to ensure permits compliance issues do not impact project construction and project <br />implementation. URS would lead these permit expediting efforts by developing and maintaining a project <br />permits status file/matrix to track the expiration dates and advise the City of the need for any necessary <br />permit extension in a timely manner. <br /> <br />5-9 I P 2 g (CO <br /> <br />URS <br />
